ILLINOIS SCHOOL LANDS AlTOEID SENDS A MESSAGE TO THE LEGISLATURE HG DcclarcK tIle Rentals Are Far Below Be-low Wlmt They Should Be Scarei D Popular Brand of Patriot m Springfield I March 6 Governor Altgeld today sent a special message tot to-t state legislature touching the rental of school lands in Chicago he < declaring that the rentals are far below what the lands should earn on p basis of actual worth He points out that the leases were originally made with a provision for revaluation every five years to be fixed by commissioners appointed by the board rents to be paid tm a basis of 0 per cent on the assessed valuation that recently the board gave up its right to appoint all three commissioners allowing allow-ing two of them to be appointed by the judges of the courts that it is being proposed pro-posed by some parties in Interest to have the board waive the right to secure revaluations re-valuations altogether He points out that tills time of financial depression Is unfavorable for flving values and asks the legislature to pass an emergency act to prevent this and compel the payment of an adequate rental in the future He makes the particular point of fact that four great daily newspapers hold school land leases and three of them are actually published on school property prop-erty and scores some of the papers in a vigorous manner saying that waving the flag with one hand and plundering the public with the oUter is a form of patriotism too common that is getting to be entirely
