chairman of the Y state central committee called the i convention to order There were demonstrations dem-onstrations when Senators Hanna and Foraker and others entered the hall McKinley Is Pleased In calling the convention to order Chairman Huling praised the administration adminis-tration of President McKinley and declared I de-clared his belief that the prosperity of I the country the expansion of its commerce I com-merce and the honor of its flag depends 1 de-pends upon the endorsement of President 1 Presi-dent McKinley this year by the election of the candidates to be nominated by this convention and the presidents re j nomination and reelection net year In concluding he pleaded that all factional fac-tional strife be stilled and that harmony har-mony should prevail i Mr Huling was cheered at every j I mention of the name of McKinley He announced that the state committee had selected Hon W S Kerr of ansi 1 ans-i field for chairman of the convention Congressman Kerr opened with n I warm commendation of the administration adminis-tration of President McKinley and I Governor Bushnell He declared that 1 the Republican party had changed the condition of the country from depression I depres-sion to prosperity Speaking of the war with Spain he I said it was begun for humanitys sake and that under the guiding hand oC William McKinley it had given the I United States a standing among the t first powers of the earth He said ira I days to come three figures would standout stand-out in American history Washington j Lincoln and McKinley Said he Three Great Presidents The administration of George Washington Wash-ington created the republic the administration admin-istration of Abraham Lincoln preserved it but the administration of William c McKinley maintaining all its insular and provincial advantages gave it the rank and prestige the magnificent diadem dia-dem of a world power and for this the administration of McKinley will rank with the administration of Washington and Lincoln In some quarters grave doubts are being expressed as to the future of the republic So far a these expressions emanate from Democrats and they are t largely from that quarterthey simply express the normal conditions of doubt and distress which are Inseparable from the deranged organism and the melancholy soul of the Democratic party A few others whose souls are not tuned to the music of progress are declaiming against the wrongs and dangers of expansion and imperialism The normal conscience of this nation will permit no wrong and It we enter upon the policy of socalled imperialism imperial-ism it will be founded upon such principles prin-ciples of right and justice to ourselves and others as will commend it to the enlightened conscience and judgment the world They say it is unconstitutional and unAmerican to extend our territory A distinguished federal judge recently said The people of the United State without a breach of fat to the promises prom-Ises of tile past or serious danger t 1 the expectations of our future can hold permanently all or a portion of thee the-e territory that has been occupied by our J troops during the progress of war I subscribe to that doctrine I was not a judicial utterance but it announced the law I this is not law constitutional constitu-tional and moral obligations require that we should give back to France the Louisiana territory reaching from the Lake of the Woods to the Ballze We should give back Florida and Key West to Spain Texas and the Call fornia country with all its gold to Mexico Alaska to RussIa and Hawaii to Queen Lilioukalani and when this han been done I presume our diminished dImin-ished and diminutive possession would suit the throbbing ambition ot these gentlemen that we should not become I be-come an imperial power We Must Expand We must now take a position of Influence in-fluence in the affairs of the world If we would we can no longer remain Insular the boundaries of the conti ncntai belt will no longer restrain the Influence aid energies of 80000000 people peo-ple I do not mean that we should gout out into the world seeking territorial conquest 1 do not mean that we shall wIth for i become in any way entangled i eign countries or interested in the internal t in-ternal policy We shall not do this The influence I would yield would come through the force and potency of a eplrtidld navy and splendid merchant marine On thJ question of finance Mr Kerr Bald I BaldWe promised in 1896 that if given the power we would make such amend inents tr our currency laws as would correct their evils and plant our monetary mone-tary system upon a basis sound and enduring No power was given us to lae amendments until the election of the present congress and within forty ciays after It had comes into existence 3 Republican committee of its members met and prepared a plan in fulfilling that piedge A a member of that committee I a not at liberty at this time to disclose even the substance of its determination but as a member of the Republican party I am at liliprtj to declare what the Republican party proposes to do now that it has power in both branches of congress and in the executive te eectve I proposes to enact into the form of law the gold standard and then it proposes to keep every dollar in use in the country up to that standard It is going to do this so that hereafter no doctrinaire or mountebank catching the people off their guard can thrust disorder and demoralization into our financial affairs at home and discredit us abroad The speaker then took up the ques f tion of civil service declaring that President Clevelands extension of the rule was not an effort to inaugurate a ctnuine reform but rather a successful success-ful attempt to wrest from the Repub ican party the legitimate result of its Victory Record on Trusts Mr Kerr declared the Republican party alone ha a record a opposed to trusts citing the Sherman antitrust Jaw of 1890 He closed with a plea for I Jiarmonv During the delivery of his speech I there were demonstrations whenever he name of McKInley was mentioned fIr Kerr was very frequently Interrupted rupted by applause and especially when he paid a tribute to John Sherman in retirement The Daughtery men had n inning of demonstration when Mr Kerr referred to the results of the last lm illiantly managed campaign Mr JCerr closed by saying Let u shake hands and follow the Vad of McKinley and Foraker and Jlanna and Grosvenor and Bushnel and the rest let us go forth from this convention united and t victorv The delegates took up this keynote and proceed1 to call on the leaders for speeches all responding except General Grosvenor who had left the bali and exGovernor Foster was called out in his place Senator Foraker said there were to I may things for Ohio Republicans talk about just now and to think about and to act on wisely and he commended commend-ed the speech of Mr Kerr a the true keynote for them He joined in the plea l for peace The great duty of Ohio Republicans was to get together United they were invincible and they were beaten in advance if divided They needed not only a good platform but also a standard bearer who was the very strongest man no matter what was his name or his past affiliations in the party There has not been in the present generation such an important election in Ohio none ever more easy for Republicans to carry and yet never one they could more easily loc Ohio s the home of McKinley and should head the column for next Yea Hanna Makes a Plea Senator Hanna was the next one called He made a most vigorous appeal ap-peal for harmony He referred to the fcpeeches of Huling Kerr and Foraker r that had been made for harmony and tat urged that It would be necessary for n all to work together If the Republicans v on in Ohio this year He said no man I a a great a his party although the g Democratic papers were now trying to make out a case of some Republicans mae greater than their party He said the Democratic papers could not run this convention i Senator Hanna said the delegates 2 would like one another better the longer they looked In each others faces and that they would find out tomorrow that there were no differences in the party f lie urged such harmony and such t organization a would give them the confidence of the president with a arms and a navy to back up his policies i poli-cies Like all the preceding speakers he eulogized President McKinley and jleaded for party success this year and in the next Governor Bushnell created quite an amusing stir in following Senator and saying Hanna ad 5jIng There appears to be every evidence L of harmony here Thats what we need that what we all want t He continued on the keynote for peace and harmony a did also ex 8 Governor Foster who followed him in a t fe speech urging the factions to get together to-gether r At the close of the speaking committees t commit-tees were appointed end the convention conven-tion adjourned to 10 a m tomorrow Foraker Against Hanna Senator Foraker created a sensation > today by declarations which Indicated I to delegates that he was opposing t Senator Hanna When the large Mc 4 p Kisson delegation arrived at noon they f f serenaded Senator Foraker at the Southern aote tho headquarters of the f antlHanra and antlNash men The senator sid he joined them in putting i on his fighting clothss and closed his speech thus t We are on the eve of a great political ical battle and Ohio is to play a most important part In this battle and I sato sa-to you that she must be right This convention is a most Important one and i ve are to have right and prestige pres-tige with us we must let the people of our party have I voice in our councIl I say here and now that I believe you men to be loyal legal representatives of you party and I hope to see you S see in the convention Hon H M Daugherty was serenaded sere-naded by his home delegation and made a speech which some Interpreted in connection S con-nection with the speech of Senator For S aker Indicating that the field was showing defiance to Senator Hanna and Judge Nash Mr Daugherty said F S I have no quarrel with any man within or without the Republican party f S unless he should by mistake forgetS forget-S that i is within the province of the S people to make the candidate for governor gov-ernor e ernorthe district meetings in the afternoon S after-noon the combine including the Daugherty Cox and Kurt forces had 4 c tt bare majority and secured control of 1he committees including the pivotal = points to the organization conceded to be vested in the committee on credentials I creden-tials but the Hanna and Nash men still claim a majority of the delegates by counties |
