Representative Lloyd that l undoubtedly result In the governor and the legislature of Utah emphatically branding as malicious falsehoods the charges growing out of BrIgham H Roberts nomination and election to congress reflecting upon the social and political conditions In Utah On this sUbject the sentiments proposed pro-posed are unquestionably those of the vast majority of Utah people irrespective irrespec-tive of relglus or political belief The mater was presented to the legsla tve bOdy by Mr Lloyd In the form of house joint resolution No 1 the text of which is as follows Whereas Many false and misleading statements concerning political and social cenditlons in Utah have recently been dIsseminated dIs-seminated by the press and pUDle speakers speak-ers throughout the land among such statements beinG these among That the nomination and election of Brigham H Hoberts as representative from Utah in the tttyslXth congress nere brought about through the inllence of the Mormon church and that Brigham H I Roberts was thO church candidate That the Mormon church dominates political affair In Utah That the election of Brigham H Roberts indicates the purpose ot the people ot Utah to resume and legalize the practice or polygamy polygmy That a majority of the people of Utah are covenant breakers ana that tney en dorsolawbreaking And Whereas the dissemination of such false statemens It permitted to pass Unchallenged I un-challenged and uncontradicted are calculated cal-culated to create and perpetuate grossly erroneous Impressions concerning the people peo-ple of Utah therefore be it Resolved By the governor and legislature legisla-ture ot the state of Utah that we brand as absolute falsehoods each and all of the foregoing charges and that we further declare the facts to be That said Brigham H Roberts was not in any sense the candidate of any church or ecclesiastical body that he was supported sup-ported by Democrats and bimetallists without reference to creed that he was opposed for purely political reasons by many prominent leaders of the dominant church and that the election returns proved that he received his largest majorities ma-jorities from the nonIormon communl tier while his Republican opponents ma jorite were returned from those sections of the state in which the members of the dominant church predominate that no charges have been preferred against Brigham H Roberts since his election electon that were not made by his political opponents op-ponents prior to election and well known to the people whea they elected him to congress by a majority exceeding 6oJ that the dominant church of Utah as represented by President Lorenzo Snow and hIs counselors does not attempt to Interfere In or control the political affairs af-fairs of the state that the guarantee in the state constitution of the absolute divorcement di-vorcement of the church and stale is sacredly observed and that the people of Utah are dIvided upon the national political politi-cal Issues a honestly and sincerely and arc as free and untrammeled in the expression ex-pression of their political convictions through the ballot as are the citizens of any states in the Union that we express our firm disbelief that Its the purpOSe or the desire of the people of Utah or of any citizen of the state to legalize or restore re-store the practice of polygamy but on the o t rac we believe z te ag festo prohibitng plural marriages was issued by the church authorities and endorsed en-dorsed by the people in good faith and that they have strictly and conscIentously adhered to this rule And Imbued wln this belief we declare that the people of Utah are as loyal and lawabidIng as honest and as virtuous as are the cii zens of any state and that they have vIolated no pledges nor broken any covenant cove-nant with the nation and any allegations to the contrary we resent as slanders upon our constituents Whereas Many false and misleading statements concerning social and poUt cal conditions in Utah have been circulated circu-lated over the country and Whereas These misrepresentations are malicious In their nature and harmful In their effect and Whereas They are circulated ostensibly for the purpose of preventIng the con grossmanelect fromtaking his scat but really to discredit the majority of the people of Utah In the eyes of the nation andWhereas Whereas It has been said to and through the legislatures of other states and by certain newspapers that B H Roberts was a church candidate that hi nomlnationand election was due to church influence that the Mormon church dominates political affaIrs in Utah that the election of Mr Roberts indicated in-dicated purpose on the part of the peo pie of Tjiah to resume and legalize the practice of polygamy that the coltraduon of plural marriages ia being permitted and encouraged in the dominant church In defiance of the constitution and In open violation of the Ians of the state There fore be it Resolved By the governor and leglola ture of the state of Utah FirstThat we brand as false each and all of the foregoing charges SecondThat we deny that Utah is a state of lawbreakers and pledgebreak ThirdThat we resent the libels ciroem lated about the people of Utah under pro text of keeping their congressmanelect from being seated FourthThat in the absence of proof properly presented in a caurtcf justice we deny the right of congress or of the logic latures of other states to try or convict a man in nom the majority of the pepju of the state knowing all the facts exPressed ex-Pressed their confidence at 1 Ii After the reading of the resolution had been concluded Representative Lloyd moved that the rules be suspended sus-pended and the resolution put uponits passage Speaking to the question Mr Lloyd said he in common with the hundreds Of citizens within the hearing of his voice knew the matters set forth in the resolution to be unequivocally true and therefore It was the part of good citizenship and In defense of the states honor and the good faith of Utahs people that the legislature and the executive should without a dissenting voice rise up and place the brand of infamy on the dastardly charges made with respect to the candidacy can-didacy and election of Congressman Roberts Moreover Mr Lloyd said the resolution contained nothIng of a pa litlcal or personal nature and lie hoped and believed It svoultl be passed without with-out a dissenting voice and receive the governors approval Representative Johnson said that there were some things In the resolution he agreed with while there were others with which he could not agree yet he could not vote for the resolution if it were to be railroaded rail-roaded through without mature consideration con-sideration and he believed such deliberation delib-eration should be given to a matter of the importance indicated in the rosolu tion which intended to make a declaration declara-tion to the people of the world On Mr Johnsons request further consideration of the resolution was tIe ferred until printed copies of it could be furnished to the members |
