Show MItftEYS PHIUPPHE OARD PRESIDENT DES DUTIES OF COMMISSIONERS Are to Study Conditions On the Islands ad Maker Recommendations Recommenda-tions a to Lgi lion New York March 7A dispatch to the Tribune from Wahington says Renewed interest in the situation In the Philippines Is awakened by the arrival ar-rival at Manila or the civilian members of the commlsslm which has been designated I Ignate by the president to represent him in the archlpelag The speula i ton regarding the dutIes of this commission com-mission and the authority I will have in the colonial government are set at rest by the publication ot the order issued is-sued by the president I will be note that the military govmnment of the Island under General Otis will be continued con-tinued without Interference until congress con-gress makes other provision and that the commissions powers while important import-ant are very largely advisory The or 0 dot says In order to facilitate the most humane hu-mane pacific and effective extensIon of authority throughout these islands and to secure wIth the least possible delay the benefits of a wise and generous protection pro-tection of life and property to the inhabitants in-habitants I have named Jacob G Schurman Rear Admiral 1 George Dew r J v ey uaJor leneral IWel > Vl v < Denby and Dean C Worcester to CONstitute CON-stitute a commission to aid In the ac complshment of these results In the performance of this duty the commissioners are enjoined to meet at the earliest possible day In the city of Mania and to announce by a public proclamation their presence and the mission intimated to them carefully setting forth that while the military government already proclaimed Is to be maintained and continued so IonS a necessity may require efforts wi be made to alleviate the burden of taxation taxa-tion to establish Industrial and commercial com-mercial prosperity and to provide for the safety of persons and of property by such means as may be found con ducve to these ends The commissioners will endeavor without interference with the military authorities of the United States now In control of the Philippines to ascetain what amelioration in the condition of tar inhnhlnnht nnrl what Imnrnpmpnt in public order may bemp i band b-and for this purpose they will study attentively the existing social and po ltcal state of the varIous populations particularly a regards the forms ot local lo-cal government the administration of justice the collection of customs and other taxes the means of transportation transporta-tion and the needs of public improve meats They will report through the state department according to the forms customary or hereafter prescribed for I transmitting and preserving such corn municatons the results of their observations ob-servations and reflections and will recommend rec-ommend such executive acton as may from and useful time to tme seem to them wise The commissioners are hereby authorized au-thorized to confer authoritatively with any persons resident in the islands from whom they may believe themselves I them-selves able to derive information or suggestions valuable for the purposes I of their commission or whom they may choose to employ as agents a maybe may-be necessary for this purpose The temporary governments of the islands is Intrsted to the military authorities au-thorities and will continue until congress con-gress shal determine otherwise The commission may render valuable services serv-ices by examining with special care the legislative needs of the various groups of inhabitants and by reporting report-ing with recommendations the meas ares which should be instituted for the maintenance of order peace and public welfare either as temporary steps to be taken immnediatelyfor the perfection of the present admlnistma tion or as suggestions for future leg iaiation In so far as immediate personal changes lit the civil administration may seem to be advIsable the commissioners are empowered to recommend suitable persons for appointment to there of flees from among the Inhabitants Of the islands who have previously acknowledged acknowl-edged their allegiance to this govern mont It is my tiesire that In all theIr relations re-lations with the inhabitants of the islands the commissioners exercise dub respect for all the ideals1 customs alid Institutions of the trther and races which compose the population emphasizing empha-sizing Upon all occitslons the just anti beneficent intentions of the geeernrnerit of the United States |
