Washington Feb 3The controversy in the senate over the vote upon tho various resolutions interpretive of the peace treaty took an acute turn lato today The opposition to a vote came first from tho friends of the treaty who held to the theory that it could be ratified without compromise Those who apparently were then willing that a vote should be taken today held an opposite view and absolutely refused to agree to a time for taking a vote The contest occurred in the executive session which did not occur until 515 oclock The next hour and a quarter was spent in a vain endeavor on one side to get an agreement to a date for a vote upon the resolutions and on the other in a more successful effort to bring the days session to a close without with-out allowing anything to be accomplished accom-plished In that direction The gallery doors had no sooner been locked than Senator Davis who Im taken his position at Senator Fryes seat immediately in front of the chair preferred the request of the treaty supporters for unanimous consent naming tomorrow as the date of a vote He said that the desire on his side of the chamber was that there should bean be-an opportunity to vote on ait the resolutions reso-lutions of a declaratory nature all of which had been offered by senators C who were opposed to the treaty without with-out a modification The opposition were prepared for the request but it did not fall to create some excitement Simultaneous objections objec-tions were made from three or four sources but as if by common consent to Senator Gorman was left the task of making the principal statement for the reasons of opposition His main objection was based on the brief time that must intervene between the time of taking the vote on the resolutions and the time fed for voting on the treaty 3 oclock next Monday An essential es-sential part of the demand of those who desired a modification of the expression ex-pression in the treaty was that the I house a well a the senate must I act upon the resolution Manifestly it was too late to secure a vote by the r house even if the action of the senate fd nf should be favorable Hence the absurdity ab-surdity of the proposition He for one I would object and he had no doubt that others would feel as he did So long as there had been any possibility of securing a vote in both houses of congress con-gress the members of the senate who opposed the treaty in its present form had made no opposition But to consent con-sent to a vote upon the question at this late hour after a delay of so many days would create the impression that the opponents of the treaty had been posing for effect and had allowed themselves to be tricked either ignorantly ignor-antly or knowingly BAD FAITH CHARGED Senators Cockrell and Bacon also avowed their opposition to agreeing to fixing a time for a vote placing their opposition on ground practically the same as those of Mr Gorman Each was inclined to charge bad faith Senator Sen-ator Cockrell gave notice that he woull resist any effort for a vote upon the resolutions up to 3 oclock Monday when the vote on the treaty must betaken be-taken The friends of the treaty declared that they were acting in perfect good faith They cited that all the time of the senate for tKc pat week had been occupied in performing duties under the orders or consent of the senate and that there had not been within the period a time when the vote could have been taken le changed that the opposition were afraid to allow an opportunity to vote upon the resolutions because of the apprehension that some of the resolutions olutions would be agreed to and the chances of ratification of the treaty thus improved This meant a they regarded it that they did not want any treaty ratified The > objectors stood firm however to the last refusing to yield These objections were of course effective fective and the treaty supporters turned the attention to longer daily sessions of the senate with the hope of exhausting debate and thus forcing action ac-tion on the resolutions without unani mous consent being given Senator Davis therefore moved that the senate take a recess until 10 oclock I tomorrow He was met with a resolution resolu-tion by Senator Gorman to adjourn and on this motion the years and nays were ordered orC Mr Davis and his coworkers resisted resist-ed the adjournment motion and it was defeated but by a margin of only one vote the ballot resulting 24 a e to 25 nays ADJOURNMENT CARRIED A vote was immediately ordered for a motion for a recess until 1 oclock tomorrow A number of the opposition refrained from voting and the roll call developed the absence of a quorum The hands of the senate clock then indicated in-dicated 630 None of the senators had had their dinners Hence
