Show I CHANDLER BEGS TO DIFFER I He Says the President is Overstepping the Bounds of the Law hicago Nov 15In an interview j Chandler of Missouri the eminent laweyer said Cleveland has no more right to inquire in-quire into the methods by which the provisional government was established estab-lished in Hawaii and the overthrow of that government than he has to inquire in-quire into the means by which the Republic of France was established and use the military forces of the United States to overthrow that republic re-public When Cleveland rode down Pennsylvania avenue to take the oath of office on March 4 last the provisional pro-visional government of Hawaii had been recognized by the United States and the ministers were in this capitol Cleveland has no more constitutional right to use the military power of the United States to overthrow that provisional pro-visional government than he has to direct the military and naval forces of the United States to destroy any other government whose ministers he found accredited to the United States and recognized by this government when he took the oath of office The spectacle spec-tacle of a president overthrowing by military forces an established government gov-ernment of a foreign country on an exparte affidavit taken in secret is novel I he may do this and in the vicissitudes of the future Harrison te returns re-turns to office he could enter upon anew a-new inquiry touching the validity of the evidence on which Cleveland had overthrown the republic of Hawaii and finding i insufficient in his opinion order the republic restored by te use of the same naval force which overthrew land i under the orders of Cleve |
