white muslin and was very suggestive of a morgue I Everything seems ready for the corpse facetiously remarked Charley Stanton as Coroner Harris entered The porter was sent ont for chairs and while statesmen discussed the situation others arrived until finally there were about fifty men in the room The patriots pat-riots continued to inquire anxiously for Judge Powers but the boss kept out of sight and finally Pat Moran suggested thit Colonel Nelson take the chair but the invitation was promptly declined At about 3 oclock Judge Powers sent up word that a room adjoining the dining din-ing Charley Stanton called the roll of the territorial committee five members responding OPENED BY POWERS Judge Powers then arose and said that the conference had been called to consider two propositions The first was one which affected all the people of the territory terri-tory It was an indisputable fact that the delegate elected from this territory had resigned his office and had in a written writ-ten communication informed the governor gov-ernor of that fact I Under the laws of the territory continued the boss it becomes the duty of the governor within twenty days from the time he receives such information to designate a day when an election shall be held The press has announced the fact the governor it seems has not yet received an official notification of the resignation of J L Rawlins For my own part I am convinced that when his resignation was filed it created a vacancy which no juggling of the politicians can fill and unless an election is held Utah will not be represented repre-sented in Congress We presume that the governor will perform his duty as outlined by the law and order an election elec-tion Now in case such election is ordered or-dered do we deem it wise to put a Liberal Lib-eral candidate in the field and acain incase in-case the politicians attempt to fill the vacancy va-cancy by some hocus pocus plan shall we see that with the aid of the courts the law is carried out and an election beld On the second proposition I would say that early in June there will be here a committee of senators especially appointed ap-pointed to see whether Utah along with New Mexico Arizona and Oklahoma Okla-homa are ready forstatehood Shall the Liberals of this territory designate a committee to represent them and make a statement opposing immediate statehood On the first proposition wish to say that believe there is a vacancy in the office of delegate Some think we should adjourn until it is ascertained whether Mr Rawlins will withdraw his resignation resigna-tion but since I have been in the Liberal party it has been an aggressive organization organi-zation waiting for no one and acting according to its own views Shall we let these people who claim to own the earth fight it out among themselves or shall we put up our own candidate I am ready to hear from any man who is a Liberal And having thus given the cue to hi followers the boss sat aown KAIQHN CATCHES THE IDEA Colonel Kaighn at once took tho floor and said In order to bring the matter properly before the meeting I move that it is deemed expedient by this conference that a candidate should be nominated to fill the vacancy caused by the resignation of Hon J L Rawlins S Judge Pswers The question Is now before be-fore the house and the discussion is open to all but speeches must be limited to five minutes each AGAINST A NOMINATION Morris SomersI think we should not take any action at all because I believe it will be better to let these people fight the battle out among themselves JAKE WANTS A DELAY Jakey GreenwaldI think the whole matter should go over for thirty days There is no doubt but that we will put a candidate in the field unless some of our able men can show us that It would be unwise J S DavelerI think Colonel Kaighn should give some good reason for putting a candidate in the field For my part it seems that it would not be wise to do so If we put up a candidate we will certainly be defeated and a Mormon Democrat elected I believe be-lieve we should stand solidly with the Mormon Republicans We have been accused ac-cused of standing in with them and now we might as well stand pat in the game GOODWIN IN NO HURRY Judge GoodwinPeople have not yet recovered from the surprise caused by a Democrat pretending resign I think Mr Greenwalds amendment should carry and favor an adjournment until the matter crystalizes and we can see what is coming of it I think we should adjourn ad-journ subject to the call of the chair THE BOSS LAYS DOWN THE LAW Judge PowersI have called you together to-gether for consultation and not for postponement post-ponement I have been accused of trying to run the Liberal party to suit my own purposes but I simply want advice If it is desired to postpone the whole matter you had better call some one else to the position I have filled for the past four or five years My own mind is fixed and settled There is no doubt but that a vacancy exists and if the governor so far forgets his official position as not to call an election we will try it in the courts GOODWIN DOUBTS EVERYTHING Judge GoodwinThey have the matter all in their own hands I am beginning from the press reports to doubt if Rawlins Raw-lins has resigned at all or whether has been in Washington at all I think it is like going off half cocked to take any action at this time The governor has twenty days in which to act after the resignation res-ignation is received If he does not act in that time it will be in order for the committee twothirds mijority in this territory ter-ritory POWERS ENDORSEMENT Judge PowersI am indorsed in my position by the Deseret News Judge Goodwin Thats why the people are getting suspicious of the chairman D N Stroup raised a p ° int of order He thought that under tue call something some-thing more must be done than simply to adjourn S NOTHING TO BE GAINED William Ryan thought it would be useless use-less for the Liberals to put up a candidate and incur the expense of a campaign when there was nothing to gain by it It was premature to say what should be done at this time Judge Powers will say frankly that I will never consent that this matter should be decided except by the Liberals of the territory in convention assembled We felt though that we might gain some information from a conference KAIGHN WONT SURRENDER Colonel Kaighn It seems to me that some things are being lost sight of It may be necessary to mandamus the governor gov-ernor and cause him to issue a proclamation proclama-tion calling a special election Before I doing that the committee would like to hear an expression Some gentlemen I advised the Liberals to fuse with one party or the other The issue in this immediate I statehood I believe we should keep the party together and keep the banner floating float-ing and I dont believe we should adjourn ad-journ The motion to adjourn was put and lost I and more expressions were called for One Doxey wanted to go on record as i favoring the plan of running a candidate to retain the prestige of the Liberal party An individual named Platts took the same view A H Mayne was surprised that so many of those present were in favor of not putting up a candidate PARK CITY READY TO QUIT Mr Townsend of Park City said It seems to be the universal opinion of the Liberals of Park City that it would be inadvisable in-advisable to run a candidate at the next election A SUGGESTION OF SPOILS Mayor Lundy of Ogden thought that if the Liberals had anything to fight for they should put up a candidate Dan Williams of Morgan was opposed to the idea of throwing up now I Harry Haynes knew they couldnt elect their man but thought they should place a candidate In the field ELECT A REPUBLICAN Judge Loofborow we can get ourselves our-selves in a shape where we can get something some-thing besides a mere protest against statehood we ought to take advantage of it The logic of the situation in my view is that the Liberals should wait We want to defer statehood now sup poso that If instead of merely standing as a protest we throw our vote to the Republicans and elect a Republican the powers at Washington will conclude to lay this statehood proposition on the table Again if in spite of the combined Republican and Liberal vote the Democrats Demo-crats would win it will show just what we claim that the Mormons are not sincere sin-cere It isnt time for us to act Rev Knox wanted to know what position posi-tion this would leave the Liberals in if the Republicans should win in the next Congressional elections The only thing for the Liberals to do was to hang together to-gether until they controlled the territory ALLEN SPRINGS THE SILVER SCHEME C E AllenI am as much mixed as the rest of you I have almost reached the belief that it is time for a silver party to be organized in Utah The scheme to vote with the Republicans will not work because no man carries the Liberal vote in his pocket and any man who undertakes under-takes to deliver that contract will find that It is too big for him The Republicans make up 60 percent per-cent of the Liberal party and thb Democrats Demo-crats 40 per cent Add this vote and that of the respective parties and you cannot figure out a Republican majority The question of statehood hinges on the silver issue and I believe the time has now come when the men of Utah should stand with the men of Colorado I believe the time is ripe for the men of Utah to organize organ-ize on those lines That Is not giving up the fight but putting it in the lines where it belongs We shall then bq fighting fight-ing that great battle which is surging allover all-over the country from the east to the west from north to south I didnt believe be-lieve it wise to say that the committee should call a convention and name a candidate I believe that the thing to do now Is to wait I am just as much a Liberal Lib-eral today as I ever was but I believe the Liberal fight today is centered in the money fight STANTON URGES DELAY City Recorder Charles E Stanton who holds a paying office believed that the question should remain in abeyance until Governor West de ided to call an election Should the governor so decide Charley was in favor of the Liberals putting up the best man for delegate be he Democrat Demo-crat or be he Liberal and spending every dollar they could raise to giveJiim as many votes as were in their power to get WILL CALL A CONVENTION The first proposition viz To call a convention of the Liberals of the territory to consider the question of the Liberals putting up a candidate for delegate to Congress should Governor West call au election Carried HOW IS THIS FOR GALL Judge Powers C E Stanton Harry Haynes R C Lundy of Ogden and George A Knox of Davis county were appointed as a committee of five to call on the governor and request him to calla call-a special election to select a successor to J E Rawlins < But suppose tHe governor should tell the committee to go to Provo what then facetiously observed Judge Good win DESIGNS ON THE CONGRESSMEN Judge Powers called attention to the contemplated visit of the congressional committee to this city to investigate the territorys fitness forstatehood and asked what action the conference desired to take v J R Nichols iwanted the territorial committee to oppose statehood tooth and toe nail Jake Greenewald wanted the whole matter mat-ter left to the territorial committee and yet he wanted a strong committee appointed ap-pointed This paradox arrangement was a puzzle to Powers but it was clear to Jake It was decided that the chair should appoint a committee of fifteen of which the chair Mr Powers and the secretary Mr Stanton should be members to present the opposition of the Gentiles of the territory in the most forcible manner possible There being no further business the conference adjourned CONVENTIOT AT PARK CITY After the adjournment the committee met and decided to hold a convention at Park City each county to have the same representative as in the last convention 5 The chairman and secretary were authorized to appoint within a reasonable time a committee of fifteen Liberals to appear before the Senate committee in June INTERVIEWED THE GOVERNOR Messrs Powers Stanton Lundy and Haynes then called upon Governor West and were courteously received by him They stated that they desired to know jf he had yet received the resignation of Mr Rawlins The governor replied that he had not although he had received mail from Washington which was posted the day after the resignation was sent The governor was then requested to notify no-tify Mr Stanton as soon as the resignation resigna-tion was received and he agreed to do so A RIDICULOUS BLUFF I The committee next informed him that I in their view Mr Rawlins could not I withdraw his resignation and if it was not received by his excellency they would furnish him proof of the fact that Mr Rawlins had actually resigned They next demanded that the proclamation be issued when such showing was made and notified the governor that if he refused to do so they would take the matter into the courts The governor intimated that the only question was PS to whether Mr Rawlins had the right to resign and that he would not stand on technicalities The conference was entirely friendly on both sides the governor evidently being be-ing considerably amused over the visit of the committee |
