Show ONLY FAIRNESS WANTED We are glad to learn that the city treasurer treas-urer stopped the issuance of notices of sale of property for delinquent sprinkling tax as soon as his attention was directed to the fact that they were being posted attar at-tar the temporary injunction was granted More than that he has directed the return re-turn of amounts charged for such notices with the exceptionof the 50 cents for advertising ad-vertising which we have announcea would have to be paid in addition to theta the-ta taxWe We repeat our notice to those who have joined in the case which is now on appeal to the supreme court of the territory that payment of the tax must be made before Sunday in order to avoid additional costs and that it should be paid under protest those words being endorsed on the receipt As to the delinquent sprinkling taxes for 1892 and 1891 the appeal taken on the case against their payment is still pending pend-ing and the treasurer has refrained from endeavors to collect them and will do so until the case is finally decided We mention this to satisfy taxpayers who may feel concerned in relation to those taxes The treasurer while intending to net as tho Jaw requires does not intend to go beyond it and has privately expressed his regret that anything having the appearance ap-pearance of excessive zeal or undue pressure pres-sure of the taxpayers has occurred We make this statement so that no injustice may be done in any way to that officer and not through any desire that he has to have the matter explained in print for he has made no statement to us for publication In the comments that have been made on this question we have heard no argument argu-ment that will hold water why the sprinkling should not be done at the general gen-eral public expense instead of by special tax It is claimed that people living remote from tho city centre who have no sprinkling service would protest against contributing contribut-ing to the payment of something from which they derive no local benefit But the same might be said of street lighting and other work done out of the general funds of the city The supreme court will pass on the I question but whichever way that court shall decide there ought to be a change I ofordinance on this matter for look at it which way you will the present system is wrong in principle as it is inequitable and unjust Why does not the city obtain ob-tain the necessary apparatus and do its own sprinkling It would save thousands of dollars in a few years and the work might be done with some show of fairness and completeness |
