MR. LAWRENCE said the property owners of 202 units located on 13.8 acres have been left with poor traffic conditions con-ditions caused by lack of roads and rights of ways to adequately adequate-ly serve the complex. He said there have also been problems of storm drainage; lack of fire hydrants and fire escapes and inferior construction construc-tion which has resulted in seven roofs being replaced in the past 18 months, one replacement re-placement job costing nearly SIO.(HH). BLODGETT C'ENTFRVILLE The Centerville City Council approved a landscaping bid for development of Smoot family Park and agreed to work with residents of Casa Loma Subdivision Subdi-vision and Cedar Springs Condominium Con-dominium complex to solve a variety of problems. AT THE same time, the council agreed to preliminary approval of a proposed pha-maceutical pha-maceutical building to be erected in the city's Industrial Park; but denied, at least for the present, a request by a mobile home park owner for reduced culinary water rales. The council accepted the low bid of $181,798 by Greek Gardens, of Logan, for development de-velopment and landscaping of Smoot Family Patk. City Administrator Kenner Kil-pack Kil-pack said there were eight bids received. The second lowest bid was $205,890 by Wads- worth Construction, and the -bids ranged as high as $248,000. CITY OFFICIALS said the low bidder would be asked to post bond for the project and that some of the park development develop-ment would be done by the city and donated labor by local residents. re-sidents. Mayor Golden Allen noted that the city has about $75,000 remaining from a share of Bureau of Outdoor Recreation (BOR) monies received earlier but that remaining funds needed for the project will not be available until early next year. THIS, THE council agreed to work with the developer and possibly extend the completion comple-tion date of 181 days. Dr. Tahel Fouad outlined to the council a proposal to build a two-story pharmaceutical laboratory at 1250 West 725 in the city's Industrial Park. THE PROPOSED building would be erected on about one and a-half acres of land would contain about 10,000 square feet on the main level and 5,000 square feet on the second level. Dr. Fouad said the facility would replace an existing lab, Biotron, Inc., presently located lo-cated in the Ogden Industrial Park. He said there would be as few as three or four or as many as 10 employees, depending de-pending on the season. The lab would produce vitamin and related re-lated minerals to be sold outside out-side the state. THE COUNCIL learned that the site for the proposed building build-ing is adjacent to. but not included in-cluded in the area referred to as "wetlands" by the U.S. Corps of Engineers. Dr. Fouad said there would be considerable landfill and landscaping at the site and a storm drain pond would be located lo-cated in the southwest corner to retain runoff. APPROVAL OF the site plan was given on the stipulation stipula-tion that back payment of a tax assessment on the property is paid and detailed plans are approved by the city engineer. William J. "Dub" Lawrence, Lawr-ence, resident manager of Cedar Springs Condominium Complex, asked for city participation parti-cipation in locating a sewer line problem which has been plaguing some occupants. "WE HAVE done everything every-thing possible to locate this problem, but it still plagues us," Mr. Lawrence told the council. "Would it be possible for the city to use its equipment equip-ment and expertise to help solve the problem?" Mayor Allen said he felt this would not be a good idea because be-cause the city could become liable if anything happened while city personnel and equipment at doing work on private property.
