when the preliminary negotiations negotia-tions have been perfected No meeting of the committee was held yesterday and the members are entirely In the dark regarding the orobable time for holding another session ses-sion I had been announced that a meeting would be held yesteMay morn ing but this was a mist s the mayor had nothing for pr Nation Naturally enough in a case of this kind the air was filled with rumors none of which were authenticated during the day The bondmen are a much in the dark as the remainder of the outside world and probaly even a little more so I is the mayors policy to keep them in the dark and In doing so his honor has adopted several unique olans The wires tvare kept hot yesterday by the men of bonds in their attempt to locate the recant bidders They were successful in unearthing the fact that a fair told had been received by the mayor and that still another of more handsome proportions was under consideration but the names of the negotiators they were unable to secure J When questioned yesterday evening the mayor stated that he had nothing new for the present but was still open for bids should any of the gentlemen interested in the deal care to again enter the competition One thing he would like to impress upon them however how-ever his honor said was that the bonds would not be sold below par at this particular stage of the game and it the eastern buyers felt that they could not give that amount for the patter pa-tter it was useless for them to remain longer in the city in the hopes of bearI ing the market The bonds would be sold in the near future and be sold at oar Although they still threaten to throw I jp the fight and leave a clear field for the bidders whom the mayor says he I I has on the string the buyers are still j here in force and I is very evident that I f they intend to remain in the city for sevral days at least I is hardly likely like-ly the gentlemen will vacate at such I a time they have been in too many royal battles for such conduct They are never ending in their criticisms of the reception given them by the mayor i and members of the committee and still assert that they should have been more graciously received I GRAVITY SEWER PROBLEM Ito Completion Depends Entirely On I the Snle of the Bonds Upin the outcome of the bond negotiations nego-tiations depends the future of the several sev-eral improvements under way or contemplate t con-template Q Q thgsqjbe mOt important I is the gravity sewer Had the bonds been sold the matter of the Immediate completion of mater the system would have I been settled at the Tuesday nights meeting of the city council and should the mayors hopes not be shattered and I r the present negotiations result favorably favor-ably it is > very probable that the council coun-cil will take from the table and adopt j the report of the committee on municipal munici-pal laws which recommends that the original contractors be allowed a credit I of 525000 In addition to the total amount of the contract on condition that they at once prosecute and complete com-plete the system to the Intersection of State street and Fifth South This re prrt would have been adopted by the council at its last meeting had not several members requested further time f in which to consider the question II These gentlemen with a nossible exception ex-ception of two are now said to be in sympathy with the report and will vote I in its favor when it is next called from 1 the table For some time there were I heS na doubts as to the mayors probable action ac-tion upon the resolution which would i of necessity have to be submitted and I adopted but i is now said that his I honor would give his approval to the measure The financiers of the council I and the mayor have figured out the I I cost of the completion of the work by day labor and 1 > y the contractors and I have conic to the conclusion that the city would save 40000 by allowing the I contractors to proceed with the work I under the report of the committee on I municipal laws Some complaint has been dla with i the ml provisions of the I report by the workingmen of the ciyl 1 who allege that i the contractors finish the work Sat Lake workmen will not secure the employment I has been suggested that the new contract have within it a clause compelling the contractors con-tractors to employ only home labor where the latter is available This would meet the faor of the taxpayers and could work no hardships upon the contractors Will Name the Inspector On Tuesday night the sanitary committee com-mittee Will submit to the council a nomination for the fce of inspector of I meats I having been decided to locate Inspection yards at two places in close I proximity to the city the members of I the committee are of the opinion that I the inspector should spend part of the day at one of the yards and the remainder re-mainder at th other This recommendation recom-mendation will be incorporated within their report Just whom the new Inspector In-spector vflll be is as yet a secret He j will be a veterinary surgeon however and several applications have gone in to the committee Considering the Sewer Matter The board of public works held a special session last night for the purpose pur-pose of discussing the gravity sewer question and incidentally several other Improvements These matters received the closest attention and at the next meeting of the ciljy council the board through Its chairman will make a report of it viewy upon the matter of the completion of the sewer The board Is in hearty sympathy with the symllat ih te proposed pro-posed completion < of the system but has taken the opposite view to that J taken by the council on the matter of the release of thp contractors The I members of the oard have always I eld that the contractors are bund by I their contract to complete the work without extra compensation wor i view of the Beveial hardships which I were worked upon the parties interested through the lack of municipal cash they a Inclined to consider any proposition prop-osition which will result In the completion com-pletion of the sewer at the least expense the city engineer Water Credits Being Reduced According to the books of the as fessor and collector of water rates the total amount of credits for water main extensions commonly known a water scrip last night was 183000 This great amount is being steadily reduced and the cash revenues of the waterworks in works department are increasing proportion The price of the scrip Is constantly advancing and Is now quoted at SO cents with brokers paying pay-Ing from 63 cents to 70 cents Joint Building Grounds Grade stakes for the grounds on the east side of the joint city and county building have been set by the engineers department during the past week and that side of the square Is beginning to assume respectable shape On the westside west-side the labor of a large force of gardeners gar-deners has been expended itt making the grounds present a handsome appearance ap-pearance Mayor Jnh is taking the greatest pride in the grounds surrounding surround-ing the building and i determined that they shall be second t none in the west Trees grass and shrubbery are being planted liberally and the showing will be the pride of every citizen of this city and county Want n Filter at Parleys The advisability of erecting a filter I at tho head of the Parleys canyon conduit Is just now receiving some attention at-tention at the hands of the members 1 of the municipal government The agitation has been caused by the recent trouble in the waterworks department with mud which flows into the system through the Parleys line Superintendent Superintend-ent Griffin was endeavoring to tide over with the water flowing in from City creek and Emigration and issued an order reducing the hours for law sprinkling This raised such a howl 1 that the Parleys stream was turned I into the general system and as a result j the people are passing great quantities lo I real estate through their teeth but I they can sprinkle as long as they desire de-sire A filter would cost considerable i and this fact is more than likely to I defeat the proposition for the present I at least I During the past week the department I depart-ment has been engaged in repairing one of the high line tanks whose bottom bot-tom sprung several days ago In order to keep the system as free from the accumulation of mud as possible sev entyfive flushing districts have been created and the men in charge will i flush
