Show A South Carolina Election Case WASHINGTON June 3The majority report re-port in the case of Miller vs Elliott from the Seventh Sonth Carolina district was submitted to the House by the committee on election today The report is somewhat some-what sensational in that it declares the en tire South Carolina registration and elec ton laws unconstitutional The basis for this declaration is that the state law imposes im-poses a number of restrictions upon the exercise of the right of suffrage which are in conflict with the state constitution The also constituton report states a number of negroes have been compelled by poverty while awaiting the maturity of their cotton crop t negotiate their registration certificates to traders who immediately sent them to political headquarters with the result that the negroes are permanently disfranchised The report recites the fact that in certain precinct ballot boxes were separate in the case of each officer and that voters were deceived by the intentional shifting of boxes so that judges of election were enabled en-abled to throw out all the ballots cast in the wrong boxes There was also says the report evidence of ballotbox stuffing Summing up they found that taking the position most favorable to the sitting mem ber Contestant Miller had a majority of 757 while if the law is strictly followed his majority will reach 1443 Wilson of Mis ouri will prepare the minority report |
