Show HOLMA1SPS POWEB The Magic of it is Broken by Chairman Hatch Ii Was Over n Bill From the Agricultural Committee The Great Objector Told it WES None of His fensineas WASHINGTON March 5The magic > ower of Chairman Holman of the appropriations appro-priations committee was broken in the House today for the first time this session and ail barriers and traditions surrounding hat committee went down under the impetuous im-petuous sway of the committee on asrricul tune It was the old conflict of prerogatives preroga-tives against precedents of the committee on agriculture against the committee on appropriations and Chairman Hatch and his colleagues carried the day The effect of thu is farreaching and may break entirely en-tirely the force of the appropriation committees com-mittees assumption to scrutinize ana revise re-vise all approp iations to bo passed upon by this Congress The bill over which the struggle occurred was one called UD bv Chairman Hatch appropriating as a deficiency defi-ciency 15J000 for experiments in sugar production Holman immediately objected in the ground that the bill came properly under the jurisdiction of his committee tie further objected that the agriculture committee bad not properly investigated the question of the appropriation and propounded several inquiries Hatch declined de-clined to be catechised and m the course of a sharp speech said it was none of the gentlemans business It was the bcsiness of the c mmittee en agriculture which had thoroughly investigated the matter Time and again he had seen tie gentleman from Indiana take his constitutional knife and pare appropriations so they could not be seen under a microscope but when his own state was interested he opened the doors wider than was necessary to let the capital building through Laughter One ol the first speeches he ever heard the gentleman gentle-man make was in favor of a bill to build a turnpike road in Indiana Where the gentleman gen-tleman got his constitutional authority to build a turnpine road in Indinna he never could see The bill was then passed A letter from the acting secretary of the treasury was received and filed this morning morn-ing stating 500000 will be required during the fiscal year ending June 301893 for the purpose of collecting and preparing the government exhibit for the Worlds Columbian Colum-bian exhibition A resolution was adopted directing the committee on private land claims to make an inquiry into the Maxwell land grant in New Mexico A joint resolution was reported from the committee changing the dates of beginning and ending the terms of Congressmen changing the time on which annual sessions ses-sions of Congress shall begin and the date of the commencement of the term of the President and VicoPreBldent The urgent deficiency bill was passed without amendment The bill appropriating appropriat-ing as a deficiency 130000 for carrying on the work of the bureau of animal industry in-dustry and 510000 for experiment in the production of sugar was taken up After the bill was disposed of as noted above the House went into committee of the whole on the invalid pension bill and a disdussion of a political nature followed When the passage of the bill was in order n dispute arose over a minor amendment and Bailey of Texas made the point no quorum He did this he said to call the attention of the country to the fact that members didnt attend sessions sufficient numberto transact business The House then adjourned |
