during the present decline in values n was started as it tho as 11nal raid was in progress ihe whole mai et had a bemipan Icky appearance and long and short sellers led with each otner it teemed to bring prices down as quicKlv as possible to tho lowest level Final changes for the day however owing to a material ral y n the latter portion of the afternoon noon are not so large as might be achieved and a few strong shares arn even higher though only in one is the improvement of any importance The original cause til the stampede on the part of holders of long stocks is to be found in the governors of the Bank of England who at a special meeting held this morning advanced their mimimum rate of discount from 5 to Ii 5 per cent after leaving it unchanged at the regular meeting yesterday Tne downward movement continued until 1 pm and its force may be measured by the losses sustained in that time Pullman bearing the banner with a drop of 12 per cent to lSb while Illinois Central followed with 5U to 86 i fat Paul 5 to 49Ji Cleveland Chicago St Louis 4 to bOk Rock Island U to 59 New England 35J to Soi aud others in proportion In many stocks the lowest prices cacnea to aay were inc lowest reached in years Some one bought largo lines of Union Pacific today when the market was weak and that stock held up remarkably well and did not follow fol-low the rest of the list down cover getting more than of 1 per cent below ts opening price and it is one of a few stocks which how an advance ad-vance for the day Sugar was also strong and showed evidence of good buying The reaction was thirp and material some stocks actually regaining a 1 of their early losses while the weakcsj stocks made large gains the ljiit hours Trading at the close however was weak leaving
