Show In the Senate WASHINGTON March 2Ater the transac ton of routine business consideration of the land forfeiture bill was resumed A clerical error was discovered in the text of the bill establish ing the territory of Oklahoma In describing descrbing the territory to be included the bill says the boundary line follows the south line bi the Che rokee outlet westward to the west line of Texas I should read westward to the east line of Texas The bill is still in the interior department not signed by the President It may be recalled by concurrent resolution resoluton amended and passed or amended by joint reso lution In any event there will be no delay in carrying the provisions of the law into effect Plumb discussed Calls amendment to lands in Florida Platt interrupted to offer a concurrent resolution which was agreed to requesting the President to return the Oklahoma b flti He ex plained that owing to errors his own word west had been used in place of east in the description of boundaries Consideration of the land forfeiture bill was resumed On motion to lay rVillc nmnnrlmnTit moton Cals amendment nn the table no nlinnim voted yeas JT nays 2 out as a can T me Senate showed the presence of fiftytwo mem bers Sherman rose and said whenever a quorum was present and a vote did not disclose the fact ito should insist upon the sensible rule that a Senator present and not voting should be counted Blackburn asked Sherman intended to dis regard the pairs or rules of the Senate and authorize tho presiding officer to do that which the doing speaker of the House had been engaged in Sherman said he would not break a pair but it is the duty of every person not paired to vote Bethought the fact of such Senators being present and constituting a quorum may be properly announced by the chair and that even the rule adopted by the House of Representa tives is in exact accordance with our own rules ow and with tho constitution After some further debate the question was queston again taken up and Calls amendment was laid on the table by a strict party vote yeas 3 nays Ib Moody offered an amendment which was agreed to declaring the act was not to be construed to confer any right on any state corporation or person to lands excepted in the grants The bill then passed without division McPherson introduced a bill granting a pen sion of 50J a year to tho widow of General McClellan Referred The Senate then proceeded to the considera tion of the McKinley administrative customs bill The bill was read and the amendment recommended re-commended by committee agreed to Several others were submitted and went over without action Adjourned wihout |
