Appropriations The city council mot in regular session at tho council chamber and transacted tho fol lowing business yesterday evening PETITIONS A petition was presented by G S Ellis Dunbar asking for water mains along avenue from First to Second South streets Referred to committee on waterworks ASK1SO Foil CORRECTED TITLE A H Naleigh represented that he had come into possession of certain lands several sev-eral years ago and asked that the city furn ish a proper deed the present one not embracing the amount of land ho possessed Referred to tho mayor and city attorney COMPLAINTS ABOUT THE TENTH WARD BREWERY A petition was presented by Jacob Wiler and other residents of tho vicinity complaining com-plaining that tho refuse from the Tenth ward brewery was being emptied into the Ninth South street canal which bad not enough water to cal it off causing avery a-very unhealthy condition of tho atmosphere Another petition was also presented on the same subject by John C Cutler setting forth that the refuse from the Tenth ward brewery which was emptied into the Ninth South street canal was not carried off and that the stench arising therefrom was exceedingly ex-ceedingly offensive oven on the corner of West Temple and Ninth South streets a distance of five blocks Both petitions wero referred to the committee on sanitary regulations and quarantine FOOT niHUGES F Kesler asked that two foot bridges be constructed across the acqucduct on North Temple street one on the west side of Third West and the other on the west side of Fourth West street Committee on streets 1VATEK SlAIN EXTENSIONS R W Crane and others petitioned the council for an extensions of the water mains between the present terminus on First West to No 657 south on the same street Referred to the committe on waterworks water-works Hyrum A Silver asked permission to tap the water main on the southwest corner of Center and Peach streets with half inch lead pipe to reach on northeast corner of Center and Peach streets a distance of eightysix works feet Committee on water AGAINST OPENING FOURTH STltEET A protest was filed by George E Blair and others against opening Fourth street leading to the canon giving as reasons that the road would benefit no one that it would be a heavy and useless outlay of money that it would not be just to open this road when other roads were in such bad condition that it would practically ruin property in that vicinity and that if a road was needed a much better natural roadway could be found TO PURCHASE LANI > Matilda 11 Busby desired to purchase apiece a-piece of land belonging to the city and lying l north of the cemetery on which she had resided for some time On motion the p tition was laid on tne table pending the pannanent location of the pest house TIC SALVATION AllMT A petition was presented by the Salt Lake lodge A O U W alleging that the Salvation army disturbed their meetings which were held in Jennings hal every Thursday evening and asked that the Salvationists Sal-vationists be removed from that corner as I nuisance Referred to the city marshal THE SENATE COMMITTEE I A communication was received from the secretary of the chamber of commerce calling the attention of the council to the approaching arrival of the Senate committee commit-tee on irrigation and requesting that action ac-tion be taken to entertain the committee during their stay Alderman McCornick remarked that as the late Congressional delegation had been entertained when in the city unofficially it would be much more obligatory t look after this committee which came officially and especially as it was on the water question ques-tion which tho city was so much interested in at nresent Councilor Dooley suggested that a map of the city and its water supply be submitted sub-mitted to the committee And after some further discussion a motion to extend to the guests the hospitality of tho city was carried and tho five aldermen in the council coun-cil were appointed a committee on reception recep-tion and entertainment ton A COMPLAINT rilOM LEHI P A Allrcd of Lehi asked permission to speak and said I have resided west of Lehi a number of years and have ben supplied with water from a natural spring building a reservoir to store the surplus water During the past several weeks I have had no water in my ditch and I think it is caused by the wells which have been sunk by the city draining my water supply and I would request re-quest your city council t investigate the matter at once as I am suffering for water On motion the water commission moton was authorized to look into the cause and report to the council A WAIL rOK VTATliK Mr Jenkins residing east of the hospital asked permission to present a verbal peti tion and said the people of his neighborhood i I neighbor-hood in the Eleventh l ward were actually suffering for water t drink and that many went to bed last night thirsty He asked that water carts bo sent to this district every day until other relief could be given There are several cisterns in tho vicinity which could be used to store the water and from which the residents could obtain their supply A written request embodying tho same point was also introduced by the water master On motion the watr master was authorized to at onco construct a spill at the nearest point reached by the waterworks water-works and the petition was referred to tho committee on water works REPORTS OP CITY OFFICERS The city attorney made a report of the cases which had been carried before tho district court during the past six months and the conditions of the cases Attorney Richards also submitted a substituted hill for the ordinance relatve t circnsses Th reports were received and the bill filed REPORTS OF SPECIAL COMMITTEES The committee to whom was referred the petition of Eliza Bailey and Margaret Elliott ott for a deed tD lots I and 2 block 2 plat G recommended that tho prayer bo not granted grant-ed on account of insufficient claims Report Re-port received and adoptol FIE ALAUM Recorder Wells reported that ho had mailed about one hundred letters to different differ-ent cites seeking information concerning fire alarm systems Tho letters embodied the following questions 1 Have you a system of fire alarm signals 2If so what is tie name 3How long have you used it 4Does it give satisfaction 5 What was the cost qt it CWhat is the cost of keeping it in operation 7 Havo you had any difficulty in operating iti 8If so what difficulty 0Is there and other system you prefer 10If so what is its name 11Can you recommend the system you are using I Report received ceived SEWER CONSTRUCTION Tho city recorder to whom was submitted submit-ted the report of David James on the sewer construction reported that the report was correct and that the sewers wore progressing progress-ing rapidly The report was received and accepted and ro again to the sower committee STANDING COMMITTEES REPORT The committee to whom was referred the petition of Eliza Brown recommended that it bo not granted tat notgntd THE COMMITTEE ON WATERWORKS recommended that the petition of John S Lewis asking for water mains on Vine street be granted provided the required 4 mills tax was paid into the treasury They also made a similar report on the petition of J C Sanders TIE CANAL COMMITTEE The committee on Jordan and Salt Lake canal reported adversely ou the request of Peter C Brixen who asked permission to construct a fumE over tho canal in order that he might build 1 house over it tho committee deeming it unsafe BILLS A bill was presented by Jesse W Fox city surveyor for services during past four months of 29075 Referred to the city recorder re-corder and the amount appropriated A S Gibbott presented a bill for 29 for labor in making the water exchange In Parleys canon Another bill for the same kind of labor amounting t S3525 was also presented Referred to the mayor TIt CITY TREASURY Recorder Wells then stated that the city treasury was in a depleted condition and that the account in the bank had been considerably con-siderably overdrawn and recommendd siderb1 oerrnvl that the city negotiate a loan of 50000 to meet the coming emergency On motion the mayor was authorized to s cure I loan of 50000 0CTY CITY HOND3 TO BE SOLD After some discussion it was decided to sell 50000 worth of tho citys bonds as soon as tho proper notice of sale has been given In order to reduce the expenses O the city as much as possible it was decided that the inhaling of First South street be suspended also the work at Liberty park and all other unnecessary expense be avoided and the entire resources of the city be devoted to sewerage and water sapply WATER SUPPLY Councilor Smith then stated that the water supply was increasing in the Jordan from the effects o the wells and said that as soon as tho irrigation season had passed steps should be taken t clean out the mouth of the canals when a muchjlarger supply of water could be obtained it b in an easy matter to secure four more inches of the water in Utah lake APPROPRIATIONS Recorder Wells then stated that the condition con-dition of the various
