Show FIFTIETH CONGRESS SENATE WASHINGTON October 1 Among the bills reported from committees and placed on the cclendar was the House bill to forfeit certain lands granted to the Northern Pacific The Presidents message announcing the approval of the Chinese exclusioa bill was received and read After a brief debate on motion of Sherman it was referred to the committee on foreign relations Hale offered a resolution reciting the circular of General Bennet directing direct-ing the discharge of Republican employees em-ployees from the United States arsenals stating that under it honorably discharged soldiers of the Union army and widows and daughters of soldiers had been discharged dis-charged and directing the Secretary of War to transmit to tho Senate forthwith forth-with full information as to such an order or-der stating whether the necessities of the department required that that order or-der should be issued and why an order on public business should bs marked confidential Hale remarked that there was nothing in the previous history his-tory or record of the Secretary of War thatwould have led him Hale to be ieve that he would have permitted or authorized the issuing of such a circular extending for the first time party proscription to women and children He did not know in the history of party politics and party confl cts an instance in-stance where the dogma to the victors belong the spoils had been carried to that extent Oookrell objected to the immediate consideration of the resolution and said that he would answer fully the remarks of the Senator from Maine tomorrow and would state what the Democratic party was responsible for and what it should have done long ago The resolution went over till tomorrow tomor-row The Senate then took up the un finished business and after an executive tive session adjourned HOUSE McCrearv of Kentucky acted as speaker pro tern today A number of bills were introducad and referred The spe iker pro tern laid before the House the message from the President announcing his approval of the Chinese bill It was read and referred to the committee on foreign affairs Dunn of Arkansas moved to suspend sus-pend the rules and put upon its passage pass-age the Senate bill to incorporate the Maritime Canal Company of Nicar uaga Messrs Spinola and Lawler announced heir iatention of making the point of nq quorum and Dunn withdrew his motion I Similar action was taken by Morrow o UaItform twith the Senate bill to ncrfase the limit of the appropriation TOI 1 i public building at San Fran i oisco The bill having bean called UP Mud the point of no quorum raised by Kilgore of Texa Morrow withdrew the measure Abbott of Texas moved under the suspension of rules the passage of the Senate bill for the erection of a public building at Fort Worth Texas Dingley inquired whether Kilgore intended tended to raise the point of no quorum on this motion Kilgore replied that he had nothing to do with this bill whereon Lyman of Indiana demanded de-manded a second on Jthe motion and intimated his intention of raising the point of no quorum Then Kilgore manifested a desire to compromise and withdrew the the t-he had made against Morrows bill and Mr Abbott temporarily withdrew his motion to enable the San Francisco Fran-cisco matter to be again called but this time it met with no better fate Anderson of Mississippi being the objector ob-jector The House adjourned |
