pm the Council was called to order and after roll call prayer and minute reading procetded with tho days business MB GROVEB from tho committee on agriculture reported back the substitute substi-tute for House File 33 to prevent the running at large of bulls during certain seasons of the year with amendments which changed the bill very materiafly making almost an entirely new one of it read and adopted and the substitute placed on file for second reading and ordered printed MB HAMMOND moved that when the Council adjourn it be till Monday at 2pm pThe The bill to provide revenue for the Ter itory of Utah and the several connle thereof Has taken up on its third reading Me PAGE gave notice that he would offer amendments to the first section makng the tax for Territorial purposes 3 mills instead of 4 for county purposes 5 mills in lieu of 6 and 1 mill for road purposes Considerable discussion was indulged in as the reading progressed and a number of amendments were otfered and adopted among which was one making the bonds of county collectors the tame as those of the assessors An addition to Section 15 presented by Mr Hammond makes it a misdemeanor misde-meanor for a person to refuse to be sworn or to give a statenlent of his taxable tax-able property under oath The time given for assessors to qualify and enter upon the duties of thEir office was changed to give those officials more time to secure bonds The board til f equalization was given power to remit or abate the taxes of insane idiotic or infirm persons to an amount not exceeding ex-ceeding 10 for the
