Show THE CHINESE TROUBLE A Proclamation bY the Governor of Washington OLYMPIA W T November 4 Governor Gov-ernor Squire today issued the following follow-ing proclamation Whereas It has recently appeared by published statements and various other evidences that it is commonly understood under-stood in certain counties bordering on the Puget Sound that certaim persons have concerted together and determined to cause the removal of all Chinese residents resi-dents from such counties in Washington Washing-ton Territory and Whereas All acts oi violence and intimidation in-timidation against the Chinese residents are plainly against the laws of Washington Wash-ington Territory and the laws and treaty of the United States and Whereas It is represented by the sheriff ot Pierce county and by the Chinese residents of the City of Tacoma Ta-coma in said county that said Chinese I residents have been forcibly removed i beyond the limits of said city and Wheicas The mayor of the City of i Seattle now represents that there is imminent im-minent danger of disturbance of the I peace in that city on account of the present antiChinese agitation and Whereas The United States government govern-ment has by the Secretary of the Department De-partment of State instructed the executive exec-utive of the Territory that every power of the law should be lent to secure the Chinese from assault and Wlicreas The good name and prosperity prosper-ity of the Territory depend upon the preservation of peace and good order therein by the duty constituted author iti 5 now t Therefore I Watson C Squire Governor Gov-ernor of the Territory of Washington hereby warn all persons against participating parti-cipating in any riot or breach of peace and at this time especially peacel persons against inciting others to a riot or breach of peace and that they will be held responsible for such acts under the penalties of law and I call upon the sheriffs of the respective counties andother officers who are bylaw by-law with the duty of keeping peace therein to secure all the Chinese residents resi-dents from assault and I call upon all good citizens to assist them in so doing Fellow Citizens I appeal to you to array yourselves on the side of law This is a tune in the history of the Territory Ter-ritory for an intelligent lawabiding and prosperous community who love their country and their homes who are blessed with boundless resources of forest field and mine who aspire to soon become a great and selfgoverning State to assert their power and self control and selfpreservation as agaiIst a spirit of lawlessness which is destructive destruc-tive alike to immigration to labor and to capital If you do not protect yourselves your-selves beyond which is simply the fate of Wyoming and the speedy interfeiS once of United States troops In witness wbereof I have hereunto set my hand and caused the great seal of the Territory to be affixed at Olympia i Olym-pia this 4th day of November A D 1885 WATSON C SQUIRE By the Governor N H OW NQO Secretary of the Territorv of Washington PORTLAND Oregon Nove11 ber4The action of Governor Squire in issuing the proclamation is in view of the fact that Friday November 6 has been fixed as the day updn which the Chinese Chi-nese in Seattle must go according to the mobs orders |
