have upon Utah the name Utah being used as synonymous with the ormon problem and very nearly everybody hh expressed an opinion in the matter These opinions vary somewhat I what butthereris remarkable unanimity i on the part of classes For instance the Federal officeholders take a peculiarly gloomy view of the situation assuming that their successors will be ignorant of the situation and wanting in determination determina-tion as well The redhoi anti KormonsRepublican and Democrats 4 profess a belief that their cake is all I dough now r that a Democratic administration ad-ministration is upon us and say that ilrt Cleveland will not be asj i severe as Republican Presidents I Pres-idents have been The calm and really I i intelligent thoughtful people are not visibly affected by the result of the I election so far as it relates to the relig iouspolitical question of this Territory We may judge of the future only by reference the past and in this case a judgment so based would be apt to prove erroneous for the Democrats have been out so long and the conditions of the country changed so much since Buchanans time that just what their iI administrative policy will be it is utterly 1 impossible to state with exactness Of one thing however all may feel assured as-sured namely that no laws on the statuw books regarding the practices in 4i Utah will be repealed before their effectiveness p ef-fectiveness has been thoroughly tested It is also a fact that a Democratic characteristic is the enforcement of the law with vigor and earnestness The Democrats believe that laws are enacted to be applied and not to be cast aside as worthless But this characteristic char-acteristic should not be understood as I Indicating an inclination to violate law lor the sake of applying it and in this t they differ widely from the Republicans it For twentytwo years there has been in 11 the books a law against polygamy during dur-ing all that time the Republicans have i ii esjoyed absolute control of the general t and local governments having the executive i t I ex-ecutive and judicial machinery of the nation and Territory in their hands i the local court officials have been t i J chosen largely on account of their anti i Mormon sentiments and their expressed 11 I earnestness in the matter of putting < own the evil I these twentytwo 1 years with all the money with all the J j power of the nation with the regulation n i twin relic plank in their platform t p with a law of their own making and a I U Congress ready and anxious to do more I I ifthe necessity for more were shown I the Republicans have convicted and f punished one man for polygamy upon testimony largely supplied by himself r It is true two others are in jail butt but-t their conviction was brought about by l such irreg tar and extraordinary methods that we are inclined to believe the court itself is confidentits action t k t frill be reversed and the defendants ret re-t leased This view is sustained by the r circumstance that the accused have i I t been denied the bail to which they arc ti t entitled pending adjudication of tlieir t I J oases by a tribunal given more to the 1 j correct interpretation of the law than to the performance of missionary service f L tit If the local tribunal had confidence in lIt Its position it would not be vindictive as 4i well as d determined knowing that the f if punishment it had pronounced woplci V r i certainly follow in good time It lQ ka as if the count meant that the defendants t4l defend-ants should suffer regardless of the regularity r I reg-ularity of the methods k l THE HERALD does not believe that i Itl Democratic judges would be guilty of I such pronounced vindictiveness nor l j that a Democratic administration would i I uphold them in such outrageous proceedings pro-ceedings There may be convictions t but if so we believe they will be brought I 3 about regularly if it takes twice twenty i two years to get a man into jail for a violation of law The Democrats have a Ip I higher regard for law than the Republicans Repub-licans have ever manifested and believe in less partisanship in courts t It is hardly necessary todeclare which C j will be better for Utah Mormons and l nonMormons polygamists and monogamists I monog-amists alike If the Democrats will put a stop to this persecution that is not prosecution to this straining for outside out-side effect rather thanior the intelligent a I honest enforcement of thelaw to this I sensational agitation that is ruinous to r t f peace quiet and good order and will J go about their affairs like statesmen in PI t stead of like demagogues knowing t I neither Mormon nor Gentile in the application ap-plication of the statutes the situation in Utah will improve from theinaugura 1 tion of the new policy and the improvement improve-ment will extend to all classes True the occupation of certain agitators will be gone but that too will be better for the country and vastly better for those vjio ire irjterested only in goodvgovern ment wisely administered THE HER vLi welcomes the Democracy to power fifat because it sincerely believes be-lieves it will inaugurate a
