Show W THE LEGISLATURE which IS to assemble in biennial session next Monday should bear in mind the manner in which the lawmaking Las been done previously and improve c 1 f im-prove upon it Heretofore it hast has-t been the rule to postpone the real work until the last week or ten days of the session when bills were f rushed through in a hurry without I proper consideration and the last day or two the Governor was flooded with measures demanding his approval a proval Two years ago after the mish upon the executive I I a jset in his excellency could I aot have read even the i bills that were placed before him The consequence was that not few I were thrown into a pigeonhole Tshere they may yet lie for all we r iirow The executive was blamed r withholding his approval p + whereas he would have been censurable cen-surable t 1 id he placed his signature to them without giving them a 1 f fuller examination than he possibly could have done in the time at his < disposal If bills are worth passing t at all they are worth fair and full Il Consideration both by the legislators q a legisla-tors and the Governor The members mem-bers know as well now as they will six weeks hence what general legislation > legis-lation is needed The principal measures mea-sures have already been studied out x t and are familiar to the minds of the lawmakers Hence it would be ass as-s well to begin the discussion amendment amend-ment and improvement of bills the t 5rst week as to defer it till the last I When in the scramble it will be a 1 D k wonder if anything get3 through in proper shape Not much lawmaking t ing is absolutely necessary and looking at matters as they exist not rvs t much could be obtained however necessary it might be but some bills may run the gauntlet of both houses and successfully pass tho executive scrutiny and these should ha put into such shape that when they go upon the i I statute books they will lack the L crudities and be wanting in the evidences d evi-dences of haste to be found in so I t many of the Utah laws The coming com-ing session may ba made one of sixty days duration if tho members I I j fit desire which ought to be ample time I to do everything there is to be dono i without hurrying matters at any 1 time f ti i F 1 f JaY J-aY I b 1 r |
