ground set apart for the purpose north of the Hot Springs Granted subject the same restrictions restric-tions regarding location as the petition I peti-tion of the VigoritPowder Company I was granted underviz that the magazine mag-azine he erected east of the first bluff above the road leading into this city from the north Byron E Hartwell petitioned for the right to purchase lot one in block fiftynine plat D Salt Lake City survey which he believed was owned by the city Referred to the committee on pubic grounds Wm Husbands petitioned to use a portion of the street and sidewalk in front of his premises on Second West between Second and Third South streets for a period of sixty days whereon to place material for building Granted under the usual restrictions A petition was presented from Dr Peter Clinton asking an increase in-crease in the amount allowed him by contract for furnishing medicines and personally attending to the health of city prisoners Referred to the committee on city prison A petition from Dr JM Benedict in behalf of the hospital of the Holy Cross was presented asking permission permis-sion to lay a two inch pipe from a certain tank which they had obtained ob-tained permission te locate on the military reservation of Fort Douglas to the middle of the hospital block The petitioners desired imnediate action in the matter as the building was now ready for occupancy and only awaiting the procuring of a water supply The petition was received and permission to lay the necessary pipes in the streets granted under the direction of the supervisor of streets Two petitions were submitted I signed by residents of the southwestern south-western portion of the city asking that the water mains be extended along certain designated streets to the Denver and Rio Grande Western West-ern depot corner of Third South and Sixth West streets and offering in the event of favorable action by by the Council to advance the sums set opposite their respective names with the understanding that the same be refunded in water rates as i they accrue The total amount subscribed sub-scribed in the petition of W L Pickard and others was 910 in the petition of P H Lannan and others 890A A communication from Henry Wood superintendent of the Denver Den-ver and Rio Grande Western Railway Rail-way Company was also presented in which he stated that the company com-pany would provide the means required re-quired to make up threefourths of the entire expense to be entailed in said extension on whichever route the Council might decide upon The company also agreed if necessary to indemnify the city against any claim for damages which might arise by virtue of the grant to the use of water for said company In consideration of the legal points involved in granting of these petitions and the former one of the Denver and Rio Grande Western Railway Company which points were referred at the last meeting of the Council to the city attorney to investigate and give his opinion upon it was moved and earned ear-ned that the petitions of the parties and the communication of the superintendent super-intendent etc be laid upon the table to be taken up in their order after the report of the attorney shall have been submitted Applications for the renewal of liquor licences were presented from Jacob Alt Barr McTierney Barn hardt i Stahl Burgess Harvey Mrs J W Butler Clasbey Hogle W S Clays G S Erb John Erick son N P Gray Godbe Pitts Co Hill Trewhela Jacob Leviberg John Lollin I Mav Gemmill Marion Merrill B E Whittemore Z C 1tIu I Russell Company and Henry Wagner The recorder stated that only about six of the applicants enumerated had filed their bonds as required by law but believed it was the intention of the remainder to do so as early as convenient The applications ap-plications were received and the liceNses asked for granted subject to compliance with the law in relation to the filing of bonds The city attorney stated that a number ot the liquor dealers of the city had asked him if some method might not be devised by ordinance or otherwise to make the bonds filed by them good for one year They stated that it was a great in conveniance both to themselves and the parties giving them security to be obliged to leave their respective places of business every three months to appear berore the re corder as the Jaw directs and suggested sug-gested that the fewer times they were obliged to do so the better it would be for all concerned The attorney stated that he had informed in-formed the gentlemen who spoke to him that he knew of no remedy to meet their desires short of an amendment to the ordinance but promised to bring the matter to the attention of the Council iJTo action was taken by the Council upon the subject it appearing to be the general gen-eral opinion that it would require a legislative enactment to correct the ordinance as requested A verbal petition was presented by George Goddard who stated that he was one of a committee having in hand the details of an excursion of old folks above the age of 70 years from the cities and towns north and south to this city arrangements for which were in progress and designed de-signed to be had on the 29th inst Mr Goddard had been connected 0 with the management of old folks excursions ex-cursions for a number of years and could testify that they had always been received with great hospitality and deference by the municipal authorities wherever they had journeyed Upon this occasion was desired to make Liberty Park their gathering place and to spend the day there in picnicking and regaling themselves in pleasant pastimes To this end Mr Goddard asked the use of the Park on that occasion Referred to the committee on nub I lic grounds The committee on streets and alleys to whom was referred the petition of the Denver and Rio Grande Western Railway Company asking permission to lay a track along Sixth West street to their gravel bed at the northern limit of the city and also the petition of Joseph Pollard and other citizens remonstrating against the granting of the former petition submitted a report recommending that the petition pe-tition of said railway company be granted under certain provisions mainly the compliance with all or dinanc s relating to the construe tion and operation of railroads inc in-c ty limits The report drew out a lengthy discussion in which nearly every member present participated Mr Pollard being present by permission per-mission spoke upon the subject and strongly protested against the railroad rail-road being allowed to run on Sixth West street The report was finally referred back to the committee for further consideration Adjourned one week |
