Show CONSTITUTIONAL CONVEN TION The cohstitutionalconventionrilet at 2 p m on Tuesday The meeting was in accordance with an agreement agree-ment made at the day of adjournment adjourn-ment when the labors of the convention con-vention on the constitution had been completed Ehe instrument was submitted to the people and a vote taken on it on the 22d of May last The meeting on Tuesday was to receive the report of the board of canvassers containing the result ne the vote on thejconatitutio i The 6 convention was called to order by Prest Joseph F Smith The roll call showed 53 members present out of 72 a quorum Prayer was offered up by Mr Jag Crane of Salt Lake county A letter was received from Jas Lowe of Beaver county excusing himself and asking that Daniel Tyler his alternate be substituted for him A motion to that effect was put and carried Siraular communicatio js were read excusing ex-cusing W H Seegmiller G H Murdock being the alternate al-ternate excusing Jas Jt Robinson Robin-son and naming no alternate excusing ex-cusing Jos Howell and naming Win Haslem By a vote it was decided de-cided to excuse the delegates and place on the rolls the names of 1 the alternates They was sworn by Mr J T Caine The report of the vote on the constitution was then read and was as published in Tuesday mornings HERALD The report was axcepted and ordered spread upon the min i utesGeneral General H Wells stated that inasmuch as the constitution had been ratified by an overwhelming majority he moved the appointment appoint-ment of a committee of seven to take into consideration considera-tion the propriety of holding an election elec-tion for state officers under the constitution con-stitution aad for the election of delegates to take the constitution and submit it to Congress such election to be held on the first Monday Mon-day in August Mr Booth called attention to the following section in the 17th article arti-cle of the constitution as follows which provided for all that was embraced in the motion Sic 14 Unless othnrwisa provided by Congress the first election under this constitution shall be held en the firet Monday in the second month next succeeding suc-ceeding the passage of an enabling actor act-or the approval of this constitution by Congress and such election shall be conducted con-ducted and returns thereof made and the qualifications of electors aimUba as herein provided for the ratificatiod or rejection re-jection ot this constitution The first 833 sion of the Legislature shall commence and all officers herein provided for shall enter upon the duties of their respective offices on the first Monpay of the second month next succeeding said election Gen Wells then moved that a committee be appointed to determine deter-mine the number and name delegates dele-gates to go to Congress and present the constitution and ak for its ratification The president appointed as that committee D H Wells Salt Lake County A O Smoot Utah County L J Nut tall Kane County George W Thatcher Cache County F A Hammond Weber County E G Woolley Washington County Em meline B Wells bait Lake County Mr Thurman said he would like the sense of the meeting taken as tow to-w n the delegates should l go and I maae a motion to that effect Mr Booth moved as a substitute proposition that the delegates be not required to go until the next session of the present Congress He said Congress was now very busy that they had already expressed an opinion about Utah and he preferred pre-ferred that it be laid over until the next session when there would beat be-at least a probability of its baing considered General Wells stated that he preferred no instructions to De given He would have it left to the delegates as they would be better bet-ter informed as to when it was advisable ad-visable to present it now or later He was in favor of its being presented pre-sented now The memorial at least would be read if the constitution constitu-tion were not and the instrument j be referred to a committee I Mr Penrose himself rather favored the pastponement of the presentation of the constitution consti-tution but he preferred leaving leav-ing it to the delegates He moved that the motion be laid on the table until tomorrow so as to give members mem-bers time to deliberate The motion mo-tion prevailed The report of the committee on memorial was then submitted by General Wells its chairman and read The report was accepted and laid on the table until Wednesday The convention adjourned until tomorrow at 10 oclock am |
