Show Btfl. Tunnel Vision The political tunnel vision of the members of the Bountiful Boun-tiful City Council, as reported in the Davis County Clipper, Thursday, July 8, 1976, has reached an incredible degree. In an article by Dave Wigham headlined "Bntfl. City Council Coun-cil Commends Garn", the Council is reported to have voted to congratulate Republican Senator Jake Garn for his "original stand in regards to the National Fair Labor Standard Law", with no mention of the significant sig-nificant part played by Democratic Governor Calvin Rampton. GRANTED, Senator Garn, while Mayor of Salt Lake City and an official in the National League of Cities, was instrumental in-strumental in initiating the lawsuit which resulted in the U. S. Supreme Court declar ing unconstitutional the attempted at-tempted extension of the Fair Labor Standards Act to state and municipal employees. However, of equal if not greater importance was Governor Rampton's participation par-ticipation in the case. Governor Rampton, while Chairman of the National Governors' Conference, moved to have his very prestigious pres-tigious organization join this lawsuit against what he believed was a clear infringement infringe-ment on states' rights. He then personally appeared before the U. S. Supreme Court twice to argue the case in behalf of the National 3ovemors' Conference. THESE appearances and he resulting favorable lecision, led the Washington, D. C. attorney for the National League of Cities, a former president of the American iiar Association, to call Governor Rampton one of the foremost constitutional attorneys attor-neys in the country. So while Senator Gai n s ei-forts ei-forts were important to the initiation of the lawsuit and certainly deserve commendation, commenda-tion, it is appalling that the Bountiful City Council members could be so ruled by political considerations that they have completely ignored Governor Rampton's vital |
