Show S CITY COUNCIL Proceedings at the City Council Tuesday evening January 2d 1883 Alderman Speirs presiding A petition from Elias Morris was presented setting forth that during the year 1881 an estimate was made by the city supervisor of streets for laying an asphaltum pavement on the south side of Second South street east of East Temple the estimated price being Sc per foot that part of the work was done in the year 1S81 though a balance of 22Sy feet and six inches was not completed till early in the spring of 1882 when owing to a rise in price of labor tar and other materials the work cost 2c afoot a-foot extra said expense being 84580 The petitioner also represented repre-sented that the sidewalk mentioned was wider than estimated and that the sum of 530 65 additional expense ex-pense was incurred by reason of such extra width making a total of 879 45 over and above the supervisors super-visors estimate foi which a bill was presented md an appropriation asked Referred to the committee on claims The committee on streets and alleys al-leys to whom was referred the petition pe-tition of Daniel Cross and nine others asking that Centre street be narrowed one rod on the west side thereof a distance of one block reported re-ported that under certain circumstances circum-stances they deemed it advisable to narrow streets but not when the only object to be attained was to widen and enhance the value of individual in-dividual premises at the expense of the public good The committee therefore recommended that the prayer of the petitioners be not granted Adopted The committe on streets and alleys al-leys to whom was referred the profile pro-file of grade of Centre street plotE reported that they had examined the same and inspected the locality local-ity and with the exception of a few noints where the crade might easily be made to conform more to the present one which exceptions the committee had pointed out to the surveyor they considered the grade as good as could be had and recommended recom-mended its approval Report and grade as amended adopted The committee on waterworks water-works to whom was referred the petition of Henry Wood superintendent D and R G Railway Rail-way Company asking the Council to deduct the cost of hydrants from the bill rendered them for making extensions of mains to depot de-pot grounds etc reported that they had considered the subject and felt that they would not be justified in granting the petition as it had been and was the policy of the Council tfiat no extension of water mains be made except the persons desiring said extension first pay into the city treasury threefourths the cost of the improvement and that it was not understood by the committee that the Denver and Rio Grande Railroad Company should be an exception ex-ception to the rule They therefore recommended that the prayer of the petition not granted Adopted The committee on finance to whom was referred the city treasurers report for the fiscal year ending November 30th 1S82 reported re-ported that they had examined the same and found correct and that auditors warrants to theamount of 826653542 were redeemed by him as stated in his report which warrants war-rants In accordance with instructions instruc-tions from the Council had been destroyed de-stroyed Received and filed The committee OH finance to whom was referred the city auditors audi-tors report for the quartet ending November 30th 1882 reported that they had examined the same care fully compared and checked the figures contained therein with the books and papers in the auditors office and had found said report to be accurate and correct The receipts V re-ceipts as therein stated agreed with the amounts received on various accounts ac-counts during the same period by the treasurer the reported disbursements dis-bursements agreed with the warrants war-rants of the auditor and no warrant had been issued except upon appropriation appro-priation by the City Council The committee therefore reccommendec that the report of the auditor for the quarter ending November 30th 1882 be accepted as a full true and correct exhibit of the receipts and disbursements of the corporation for the term specified and that as such it be published in accordance with the requirements of the city charter Adopted The special committee to whom was referred the motion of Councilor Coun-cilor J F Wells in relation to petitioning pe-titioning the postmaster general for the establishment of the letter carrier or free delivery system in Salt Lake City reported the following follow-ing memorial which was adopted and referred to the committee on enrollment to be enrolled and signed by the mayor and members of the CouncilMEMO MEMO 111 AL To the Honorable the respectfully represent thai Whereas Under the provision of law the postmaster general ha the power in his discretion to extend to cities having a population popula-tion of twenty thousand the benefits of the Letter Carrier or Free Delivery System and Whereas By the census of 1880 the population of Salt Lake Jity was twenty thousand seven hundred and tixtyeigh and has since increased very rapidly anti an-ti it i now approximates twentyfive thousand and the city It constantly growing not only in population but in i commercial importance through the advent ad-vent of new railroad the development of remarkable nature resources with S e < tIit which it is surrounded the increase of manufactories etc and S Whereas The convenience of trade and the accommodation of so large a number of people demaud that every facility provided by the departments of the general government for the banefit of its citizans should be sought for and en jOYt > d at the zaniest practicable day and Whereas The corporation of Salt Lake City has complied with the requirements re-quirements of law BO far as known re spec tug the naming of streets and num being of houses see accompanying citv ordinance marked A and is prepared on notice at any time to further carryout carry-out the regnlations of the postoffice do psrlment designed ta facilitate the collection I col-lection and distribution of the mails Therefore We respectfully and urgently ur-gently request that the letter carrier or free delivery system be etablished in Salt Lake Citv That a sufficient number num-ber of pillar boxes or receptacles for mail matter be conveniently located throughout the citYland that this service be put in operation without delay and ai SB your petitioners in duty bound will ever pray The city attorney submitted a report re-port for the quarter ending November Novem-ber 30th 1882 stating that the city business in his hands was in the same condition as when he last reported re-ported Received and filed Th and office clocks City Hall for the three months endin December De-cember 31st 1882 25 Alderman Raleigh moved that the city attorney be instructed to draft and present a bill for an ordinance ordi-nance providing for assesing and collecting a water tax or fee for irrigation water on all lots or lands within the corporate limits not hitherto entitled by occupancy touch to-uch waters Carried
