Show TELEGRAPHIC Oplnm Washington 12The following the text of the bill reported by Mr Win dom from the foreign affairs committee to supplement the commercial treaty be tween the United States and China for the repression of the opium traffic Sec IThat the importation of opium into any port of the United States by Chinese subjects is u prohibited and no package composed in whole or part of opium imported by or consigned to a Chinese subject in the United States shall be admitted to entry All packages of opium or cf which opium shall form apart a-part imported or consigned ae aforesaid hall be proceeded against seized or for feited by due course of law in the same manner and with the same effect es is now provided by law for proceedings against and condemnation of articles the importation of which is prohibited Any person oflendmg against the provisions of this section shall be fined not more than t500 imprisonment for eix month or both Section 2No citizen of the United States shall import opium into any open ports of China or transport it from one part to any other open pert or buy or sell opium in any of the open ports of China in any manner or by any means whatever and all opium so unlawfully imported transnortea bought or soldi shall be deemed forfeited to the United Staes which forfeiture shall be enforced in the cousulor court of the dis riot in which such opium shall be found by proceed pro-ceed ngs as near as may be like proce d logs under laws of the United States for bp seizure and condemnation ef goods unlawfully imported into the United States and all opium so forfeited and condemned shall be disposed of in such manner as the secretary of state shall direct for the benefit of the United States Secsion 3Any citizen of the United States in Ccha offending against any of the preceding sections may be arraigned acd tried for tucV ofianse before the consular con-sular court of the district in which the offense thiill bf committed and on conviction con-viction be punished by a linn of not more than 5UO nor less than SoOO or no more than six months or less than thirty day irniri ocme > t Tais act shall uAo effect n July lst 1883 |
