citizens who were unable to read and write and as the press criticised similar petitions heretofore presented pre-sented upon the ground that many names appeared written by one hand he was authorized by General armstrong of Hampton Institute under whose auspices the petitions were signed to state that all the signatures were authorized West presented a memorial of the most eminent citizens of St Louis asking that General Sherman when he retire be placed on the retired list with the lank of General Sawyer presented a petition of citizens of Wisconsin for the passage pas-sage of the interstate commerce billWindom Windom reported a bill providing for the execution of the provision of the supplemental treaty between the United States and China for the suppression of the opium traffic After the introduction of a bill to legalize the incorporation of the national trades union the tariff bill was taken up and the Senate went into executive session V When the doors were reopened I the senate resumed consideration oft of-t e tariff bill the pending question being on agreeing to the amendment in relation to Vinegar factories adopted 011 Saturday in committee of the whole After a prolonged debate the amendment was rejected As Jones complained of being tken by surprise by the offering ot the amendment and stated his colleague col-league Kellogg and another senator I who would
