Show CITY COUNCIL Proceediugs at the City Council Tuesday evening February 20th 1883 Alderman Speirs presiding A petition was submitted signed by John Nichelson and four others a committee in behalf of the people residing on the north bench calling the attention of the council to the necessity of their being provided with an adequate supply of water The petition stated that the hardships hard-ships to which a large number of man women and children had been subjected for a period of over fourteen four-teen years owing to the absence of that necessity to comfort convenience conven-ience and health had been several times brought directly to the attention atten-tion of the counciland it was therefore there-fore unnecessary to give details upon that point that the Jordan and Salt Lake canal was a pronounced success largely increasing the water supply of this city and therefore petitioners presented their claims t 1 a just proportion of its benefits in the shape of a solution of the question of water for the dry bench lands The petitioners stated that theirfclaim was presented on the following fol-lowing grounds 1st because of the urgent necessities of the petit peti-t oners in the premises 2d because they believed their claim to a por portlon of the waters flowing into I Salt Lake City was just and proper 3d they had aided with their taxes es in the construction of the Jordan Jor-dan and Salt Lake canal and had been led to believe that it would dw bring them the relief hey t now asked for 4th they had built homes on the dry lands in the hope and expectation of obtaining a water wa-ter supply without which their homes would be comparatively valueless The petitioners contended con-tended that their points were well taken and asked early consideration upon the subject of their petitions Referred to the committee on irrigation The following report was s omitted o-mitted from the committee on streets and alleys i Your committee on streets and allays to whom was referred the petition of Geo Q Cannon and others for grading and graveling streets brg leave to report in favor of doing so at the earliest practicable practic-able day after adopting one or more of the suggestions herein contained for reducing re-ducing the cost of procuring and distributing distri-buting gruel and the making and repairing re-pairing of the streets I Your committee beg leave to report that in pursuance of the recommendation of his Honor the Mayor they have obtained ob-tained ee imates from tie railway companies of the probable cost of gravel delivered at the streets intersecting their respective roads through the city as follows to wit Ihe Utah Central Railway Company proposes to supply lend md transport gravel to the crossings designated at the rats of 3 per car each car to contain sir cubic yards of gravel and the corporation cor-poration to pay for unloading The Denver Rio Grande Railway Company proposes to supply > load transport and unoadgravel at the streets designated at the rate of 60 cents per cubic yard or to supply and transport the corporation to load end unloadat the rate of thirtyfive cents per cubic yard These figures by botb companies being approximations not based on actual calculations are subject to modifications when experiments are made Your committee have also considered he probable cost of procuring and operating operat-ing i a railway expressly to convey gravel to the streets throughout the city and find that a mile of track equipped with five cars each to carry three cubic yards of gravel will cot about 5000 With such convenience about liz times as much gravel may be deposited upon the streets for the amount now paid for team labor Your committee are of the opinion opin-ion that a road partly portable should be constructed and properly equipped for the purpose of facilitating the improvement improve-ment of the streets and will be pleased to supply a table exhibiting the comparative compar-ative cost of grading and graveling par cubic yard by the several methods suggested sug-gested at the next meeting the council The report was received and laid on the table pending a further report re-port on the same subject by said committee The committee on improvements to whom was referred the petitions of F Kesler and others Henry Wood superintendent of Denver and Rio Grande Railway Company George A Meears and others all asking that gas lamps be erected in various localities reported recommending recom-mending that nineteen street lamps be erected on Second South street from West Temple to Fifth West street and nine lamps on FirstEast street between First South and Washington Square and eight lamps on South Temple between Eagle Gate and Fourth East street and seven lamps on Second West between South Temple and First 4 orth streets and eight lamps on Third South between East Temple and First West streets and on First West between Third and Second South streets and twenty lamps on the following route to wit Beginning Begin-ning at southwest corner of the Temple Block thence north on I West Temple street two blocks to I First North street thence west on First North street one block to First West street thence north on First West street two blocks to Third North street Total number I of new lamps recommended 71 The committee also recommended that where there are more than four lamps to a block the excess viz two lamps to a block be discontinued discon-tinued making a total discontinuance discontinu-ance of fifty lamps and the further recommendation was made that the proposition of the gas company to Lgoc extinguisii and keep in repair the lamps of the city for one year at 840 per lamp per annum be accepted ac-cepted After a lengthy discussion involving volving a companon of the relative merits of gas aud electricity for street lighting toe report of the committee was accepted and the recommendations thereof adopted i 1 = J Gm The committee on improvements to whom was referred the petition of the Salt Lake Power Light and Heating Company proposing to lIght a portion of the city with the electric light reported that after examining ex-amining the conditions of all matters mat-ters pertaining to the light question they did not feel to recommend any general use of the electric light at present but recommended that the city enter into an arrangement with the aforesaid companyfor one year to erect three lights in North Temple Tem-ple street one to be erected at the intersection of North and East Temple streets one at the intersection intersec-tion of North Temple and First West streeet and one at the intersection of North Temple and Third West streets providing the company furnish the light at 240 per light per annum Councilor D H Wells a member of the committee on improvements offered a verbal minority report protesting against the establishment of the electric light of North Temple Tem-ple street as he deemed it an injustice injus-tice to the Electric Light Co misleading mis-leading them and complicating matters with the gas company be eWes exonerating the gas company from fulfilling an obligation imposed im-posed by the charter conferred upon them by Salt Lake City which requires re-quires said company to extend the gas mains along the street in reference refer-ence After discussionthe reportof the majority of the committee recommending recom-mending three electric lights at the points named on North Temple street was adopted Adjourned to Friday Feb 23d at 7 oclock p m |
