Recorder administered the oath and the genteman subscribed sub-scribed and became qualified to act asa as-a councilor of Salt Lake City A remonstrance was presented signed by Jos McMurrio Isaac Brockbank and 129 other residents and taxpayers in the vicinity ot Washington equare Eighth ward protesting against the granting of the petition of the Salt Lake City Base Ball and Cricket Association for the following reasons first too assembling as-sembling together of such vast crowds of people to witness the witnes matches of each club is the occasion of much boisterous and unbecoming language which with the hooting ballowinc and yelling in such close proximity to petitioners homes makes it an aggravated aggra-vated nuisance second petitioners represented that it was very demoralizing demora-lizing to the youth who congregate there during school hours and while whie the gamea were in progress and that it is next to impossible to keep school EO near to such a place and while having no objec ton to the games nor those who play them petitioners preferred that the association select some more suitable suit-able place where they will not interfere inter-fere with the peace of other good citizens third that petitioners had already bad two years cf this nuisance and therefore strongly objected to its continuance thinking that it would be much better to have the square improved by the setting out and culture cul-ture cf trees shrubbery etc nnd thus make the commencement of a much needed improvement in this portion of the city Referred to the committee I commit-tee on public ground A petition from Jeass West was presented asking in consideration of the action of the council declaring Seventh West street open and the necessity of cutting his land in two that the city erect a suitable fence to protect hiD property Referred to the committee on streets and alleys A petition from A S Patterson of 20 with accompanying bill for services ser-vices rendered as reporter in the case of Salt Lake City versus Richard Jones was granted and the bill allowed A petition was submitted signed by Day Jo and 233 othere asking that the Eighth Ward Square be laid out in tho form of a park according to the plan proposed by Dr Wm H Groves which plan accompanied the petition and that the city retain control of the same and charge one third of the gate money for all tournaments tour-naments or public exhibitions therein displayed until the city shall be reimbursed re-imbursed to the full amount of the proposed expenditure Referred to the committee on public grounds The committee on financeto whom was referred tho reports of tho committee com-mittee on construction of the Jordan and Salt Lake Cty Canal for the month of January and February 1SSO reported that they bad examined exam-ined the same compared them with the vouchers and found the expenditures expendi-tures therein set forth correct and therefore recommended that the amount disbursed be approved and I charged ation Adopted against the canal appropri The committee on cemetery to whom vas referred the petition of the I Jewish Congregation Brai Israel reported tnt they found the ground asked for by said congregation for a burying place was not otherwise occupied occu-pied or engaged and therefore recommended re-commended that it be granted them for the purpose contemplated The report vtaa accompanied by a document docu-ment signed by the Rev Daniel S Tuttle tinting that he was willing that the parcel of ground set apart heretofore by the city as a cemetery for the Protestant Episcopal Church should be transferred to the Hebrew Society in this city Tne report was accepted and the recommendation thereof adopted with the proviso that tho officers of mid congregation chall bave tho ground plotted and a copy of said plot filed in tae office pf the City Recorder The claim of Francis Birch to certain cer-tain lands lying above the Insane Asylum on the bench east of the city came up and was referred to the committee com-mittee on public grounds The Mayor made a repoit of expenditures ex-penditures from the contingent fund placed in his hands for the quarter ending February 29th 1SSO which showed that 9i80 had been expended ex-pended which was 1488 in excess of the amount appropriated Report approve and 100 appropriated contingent con-tingent to be drawn upon the order of the Mayor The Auditor of Public Accounts presented his report of the financial condition of the corporation for the quarter ending February 29th 1SSO The baaaco on hand at last report was 484507 receipt from l sources during quarter 4447632 total resource 4932139 Disburse mectj during quarter 4706975 leaving a balance in the treasury at I closo of business February 29 h of 2251 64 Referred to the committee commit-tee on finance Tho superintendent of waterworks water-works reported in detail the expenditures in his department for the quarter ending February 29 18SO showing a total of 10888 Two water services had been put in at a cost to the city of 2702 or an average of 13 51 each Notwithstanding Notwith-standing the severe cold weather experienced ex-perienced during the quarter no which he considered was greatly needed in the dam across City Creek near the old salt mill at tho mouth of the canon Referred to the committee com-mittee on waterworke Alderman Pyper presented the police court report for the month of February showing that fiftyfour cases bad been tried and 453 95 collected col-lected on cash fines and 736 50 assessed as-sessed in labor Total of cash and labor fines for month 5115995 Approved and placed on file The following bills for the month of February were presented and allowed Marshals expense bills 35787 expenses ex-penses of fire department 15089 gas bill for street lamps City and Firemans Halls and jail 112750 boarding city prisoners 2513 meals at Uc27643 janitor City Hal Sl5j medical attendance at city prison in marshals office and other services ofce 30 collecting dog tux 18 J L Rawlins legal service from February 25th to March 3d 29 2th appropriation was made to cover the salaries of city officers employ em-ploy 3 and policemen and compensation compensa-tion to members of City Council for one year to be drawn monthly as the eame shall become due ehal On motion the city marshal was moton employ a responsible man subject ti the approval of the City Council for janitor of the City Hall Cuncil shall also ha assistant i jailor The matter of improving the block known aa Pioneer Square by the planting fS of trees etc was referred to the committee on public grounds with certain instructions An appropriation of 1000 was made to road and street account tI be drawn upon the order of the street supervisor A verbal petition from A T Case lessee of the Tenth Ward Square asking that he be furnished some lumber for fence repairing was referred re-ferred to the superintendent of public works A bill for an ordinance regulating special
