Fourth The restitution ol the industries indus-tries and business of the people All this we intend and expect to ac comphh within the law and by peaceful i methods This is an organization of conservative power for the public good It attacks no political party and is formed without regard to p rty politics We believe the time has come when the manhood of San Francisco should be asserted and it is intended that the lice shall now be distinctively drawn between be-tween those who are in favor of law and order the rights of property the safety and liberty citizens and peaceful prosperity pros-perity and those who arc for riot a sas hination and pillage 1 anarchy unrest and destruction All good citizens who agree with us and approve oft of-t > ur objects and purposes lira impudent blasphemous blas-phemous threatening against lifo and property and the villibcation of private character until is has become a scandal i of the time and brought dishonor upon American civilization So long as the agtntion was confined to its original I purpose it proceeded without obje tion for the whole people otf California recognized recog-nized the evils of Chinese immigration and united to oppose it by all lawful means but now when it is made tho pretext pre-text for the organization of large bodies of armed men whoso declared purposes are riot and posibly masaure to be aided in Reneral conflagration and the actors to ha rewarded by liberty of unlimited pillage the citizens of this commonwealth have determined to irtsrpoo their power aid declare that this contemplated tragedy shall not bo enacted here and that public threats of tho accomplihment of such wicked and inhuman designs cannot and will not be longer tolerated Dr < lh in secret places the nightly tramp in the streets of irregular armed forces accompanied by arrvgunt threats or violence by tho leaders arc an intolerable menace to the peace aud well being of the city If no harm is intended there will be no more thr ats and thc display of force will be henceforth confined to public parades in open dy The city wants peace and it is our purpose to give it that tranquility wnich will assure renewed prosperity and again place it in the high way of its giand destiny We appeal to tho reason of men who have been drawn into the > vortex of treason to social order prepared for them by vicious and selfish leaders We ask them to reflect re-flect that this is a government of law by the people and for the people that there are legal and peaceful remedies for public pub-lic and private wrongs that neither the Chinese question nor any ether question can be settled here and now by the resort re-sort to unlawful force that the courts of this state and of tho United Sta cs are the arbiters of all those questions and that their decrees will be enforced by the ir rerislablo force of governmental authority author-ity that the threats of destruction and I desolation by fire of hangings and mur derfurnish no remedy for grievances nor relief to the destitute but rather serve to paralizc all our industrious and business busi-ness check enterprise and produce thit stagnation which utter y leaves all laborers labor-ers out of employment For the vicious and reckless inn few in number num-ber but devilish in their designs de-signs who have organized for evil and inttheir secret halls arc planning mischief to the people who have too generously tolerated their presence in this city wo have no word of counsel or warning but let no man be deceived Let him firtt ccunt the cost The honest unemployed and deserving have the sympathy sym-pathy of all just men and the appeals of those in want have always been met with a generous response throughout California Califor-nia and so will it be now Let all turmoil tur-moil cease and true men unite for the restoration confidence that enterprise may again be quickened our industries put in motion and business revived so nil who will labor may find remunerative employment and want become n thing unknown Instead of me hating upon the destruction of the accumulations of the people it were better to unie in the development of tho great resources of this fertile state ample in area for the use of all There is a peaceful solution for every question a pcaceul remtdy for every evil Let rea = on prevail and the way to
