beineexpeditioa carefully and properly attended to 1 he session of the fourth day was regularly declared open when the oath of office was administered by the residing officer to John Boyden as engrossing clerk A menage was received from the House informing the Council of its concurrence in the resolution direct inn the printing of 150 copied of tbe daily minutes Councilor Cut chairman of the committee on unfinished business reported several bills laid over from last session which had been in the custody of tha Auditor of Public Accounts since 1878 and submitted them for the consideration of the Council The motion to accept the report was objected to and some discussion arose on the manner of diapering of tha bills I was proposed to lay them on the table to come up in their order but objection was raised by Councilor Ciino who maintained that if a bill failed in one house to becomes a law i should be introduced in tbe next house as a now bill The con gressional usage in regard to unfinished < un-finished business WAS read and Councilor Caines position was sustained sus-tained Tha committee asked leave to withdraw the repot for furthei consideration which was granted Councilor Cuine presented a petition peti-tion from Hans Jorgen Christiansen praying that his name ba changed tc Hans Jorgen Rasmutsen and a bill L accompanying sid petition 0 F No2 for an act changing said name in accordance with the prayer of petitioner On motion of Cojncilor Smoot it was laid on the table to come up in itt order Coaucil adjourned until Friday at 2 pm HOUSE A message was received from tho Council announcing the passage of a concurrent resolution for the printing of 150 copies of the daily minutes of the Legislature for the use of members mem-bers The resolution was concurred in concurre on motion of Mr Hatch The report of the Territorial Librarian Libra-rian was presented and read The reference of the report was 1 made to the committee on library on mction of Mr Grover The report of the Auditor of Public Account relative to weights and measures for the year ending January 1 1880 was presented read and referred I On motion of Mr Lyman the rc port was referred to the committee on agriculture and manufacture Mr Dusenberry presented n peti ion from H H duff aaaessor of Utah County asking for release from the sum of fifty and odd dolan un collected taxes and naked its reference refer-ence to the committee on claims which was done Mr Farr chairman of the committee commit-tee on judiciary reported back the bill for removal of the political disabilities or women with amendments Ihe amendments made a slight altsra lon in section 2 and the third section sec-tion of the original was recommended to be stricken out strcken The first amendment was read ands and-s adoption moved by Mr Preston and it was adopted without discus ionThe The second amendment striking out section 3 was then read which on motion of Mr Lyman was also adopted without discussion Mr Grover then moved to lay tho bill on the table indefinitely Mr Sharp stated that he had seconded sec-onded the motion for many reasons As it now stands he was nit euro but the bill Old defeat its object The law of the United Stabs provider hat all citizens shall be alike while this bill made ladles more than tbe equal of men they had not to Bit on juries had not ta pay polltax and were not subject t3 militia service Mr Penrosa objected to laying the hill on the table The bill had already been referred to two committees The objections offered did not apply to this bill but lot the question of election or franchise which this bill did not touch This merely pu the ladies on an equality with men Regarding the eerving on the militia i that were to prevail ai an argument again suffrage it would also to apply against many men The striking cut of the section allowing women to sit on juries had been recommended recom-mended on account of the desire of many members of the committee The matter had been referred to lawyers and it was ascertained that i had three bearings The Poland sill embraced merely males and us they bad no power over that bill it was deemed beat to leave out tbe section sec-tion which provided for the serving of women on juries He opposed its being laid on the table Mr Winn desired to lay the bill on the table I women were allowed to hold office they would also be obliged a far aa he could see t sit on juries Ho was satisfied that the lady constituents ol his county did not desire the passage of tho bill and he would lk it laid upon the table until they could be heard from Mr Lyman thought tbe only objection tion urged by the gentleman from Utah County was in regard to the permission of women sitting on jury and the Poland bill and our statute provided against that Mr Grover wished the bill laid on tho table 83 he thought the privileges enjoyed by all were now pretty equally divided there being a great deal of disagreeable labor on males from which ladies were exempt while this bill would give women advantages advan-tages without incurring any of the disagreeable labor attached to males He thought in these effort the matter might be overdone and there are but very few offices women could suitably hold holdMr Penrose again spoke on the matter stating that all offices could beheld be-held by men but none could be held by women He wanted to see where the equality wa it was to establish Home equality that the bill was introduced intro-duced Mr Jaques was in favor of the bill as amended and bad heard no valid objection to it The bill did not elect or reject any women it merely removed the invidious distinction against them it i was not necessary to nominate nomi-nate any women for office or to vote for one on tho strength of tho bill whether they should hold office was left ta the discretion of the people In England women were eligible to the highest offices in tbe realm and the reign ol two women Elizabeth aDd Victoria had been among the moat successful ever ki > own while that c f Queen Anno was known as the Augustan age of English literature Mr Hatch raid the bill seemed to be of considerable importance and he thought as many might desire t speak on it it woud be well for members mem-bers to hear from their constituents before voting on the bill The ptt tion was represented n being from a majority of the vomea of Utah while the gentleman from Utah County and himself who represented over 1OOC constituents had never bear of it until they came here He did not desire t do anything against a good deal of time to bear from the constituent sinco the motion was to lie on the table ind6finitely Mr Smith though to vote against he motion and desired to give reasons therefore Ho wai in favor of letting well enough alone and while ha respected re-spected judiciary committee recommendations re-commendations the objection he urged yesterday had not been answered an-swered relative to tho bad Ian portion of the election low B8 held by he court I clam that in a repub ican country ell voters should stand equal before the law and he was not favorable to increasing the rights of women without any decreajn in their immunities He did not wish to curtail the rights women now hal but he thought i not wise to make moro laws that might be held a bad law and thought best to proceed in this matter slowly He cited thecae the-cae of Wyoming were women cow ttticning for a removal of some of their franchises The gentleman from Tooule intimated that it waa the friends of the ladies who were pros against their natures 3 Mr Lyman explained his remark relative to the friends of women and r reiterated that there was no compulsion compul-sion to making women hold office or forcing them to sit upon juries Mr Sharp stated that his mind was still tho same I Congress were to insert the words male or female in I the Poland bil e would like to know P where our women would be protected I from sitting on juries Mr Penrcso again rose and discussed dis-cussed the question Regarding tho I assertion that the petition had not been heard of he wished to I boy that the petition was from seventeen representative women not from tbe majority of the territory but from these women who represented the women of the territory and are I supposed to know their feelings Mr Dusenberry did not see the necessity for this aarm as the bill i laid on the table could be taken up a any time He thought women bad the right to hold office and also with the old Connecticut paraon to shave and sing baes i she wanted to but he did not like to see i While it might be right for them to hold office he wanted the matter looked at as a measure of policy and morality and read a selection from Dr Hollands work on this question which held that it was womans nature to sing the higher and not the lower notes in life Mr Smith thought they had better repeal the law regarding poll tax and that the taxpaying qualification should be repealed and this bill should lie on the table till these matters have been disposed of before I this bill should be passed Mr Preston moved to amend by striking out tho word indefinitely which ivas seconded The Speaker decided this out of order and the motion to lie on the table indefinitely was put and lost Mr Prestons motion to He on the table was then renewed and Mr Parr spoke on i The motion being put was carried Mr Lyman presented numerously signed petitions from a great number of citizens asking that Sanpete and Sevier Counties be divided and that a county be formed to be called Castle County which was referred to the committee on counties Mr Sharp presented the report of the Chancellor of the University of Deseret twoyeara 9whicb was read ut great length but before it was read through a motion was made by Mr Lyman to refer it to tbe committee com-mittee on printing and have 500 copies printed for the use of tho Assembly which was carried I Mr Fisher presented the financial report of Davis County for 187879 Mr Francis presented the financial report of Morgan County lor two years Mr Smith presented the financial report of Millard County for two years yearsMr Jaques moved that the sergeant ser-geant atarms be instructed the Council concurring to furnish to each member of the Legislature a copy of tho Compiled Laws of the United States and the laws at largo passed by Congress during 1878 and 879 and that they bo retained hereafter here-after for the uee of other legislatures Mr Murdock presented the financial finan-cial report of Beaver County and Mr McKinuon that of Rich County for 18789 Mr Penrose presented a bill to establish tho validity of divorces and asked its reference to tte committee on judiciary Mr Penrose briefly explained ex-plained it and it was read and referred re-ferred to the committee on judiciary and ordered that the usual number be printed sixty copies Mr Hatch oflered 1 resolution moving its adoption
