Show : "TH every Ifiafe ill Ita CIHI I ninar By GARY R. BLODGETT Bountiful City Council has given tentative approval to development of a downtown shopping mall on a square block owned by Dell R. Holbrook. MR. Holbrook appeared at the council meeting with an architect drawing of the proposed shopping mall between Center Street and 100 North and Main Street and 100 East. The proposed mall would contain about 54,000 square feet, and would include the Lakewoods Home Furnishing Store, owned by Mr. Holbrook, which contains about 30,000 square feet. "WE WOULD like to add some additional stores and parking for more than 225 cars," he said. "We may have to purchase adjacent property or to develop the block in a high-rise of two or three stories." He told the council that it is not certain what types, or sizes of shops and stores would be included in the mall. "We'll just have to develop them as we get tenants. But they will all be conducive to the mall," he said. MR. HOLBROOK told the council that "the proposed development is only the beginning of what is hoped will be a complete remodeling of downtown Bountiful. "We've got to start somewhere, sometime and maybe this is the place and time to do it," he added. Mayor Morris F. Swapp said he is "real pleased with the proposal and hopes the project is a booming success and only the beginning of a mammoth revamping of the downtown area." IN OTHER action, the council approved a request from the Davis County Housing Hous-ing Authority to purchase up to ten existing houses in the city that can be rented by the authority to low-income families. Also, the council sent back to the City Planning Commis-' Commis-' sion a request for preliminary approval of a lift-lot subdivision, sub-division, Maple Hills Plat No. a THE COUNCIL expressed concern that there is only one road egressing and regressing regress-ing from the subdivision complex. ' City Engineer Jack Balling said the road is 66 feet wide with a ten-foot wide divider. I THINK there should be another road serving the area," said Councilwoman Phyllis Southwick. "In case of a natural disaster that entire subdivision could become landlocked." Mr. Balling explained, however, that nearly all the area that could provide a second road is too steep for another street. "All of the terrain except where the road is planned is beyond the recommended 15 percent grade for a feasible road," he said. HOWEVER, THE council asked that the planning commission com-mission study the plat further and attempt to find a location for a second street even if that road is used only in an emergency. Mayor Swapp said he "shudders to think of what would happen if there was a fast-moving fire in thai area. They would be literally trapped in that complex of homes." KYM ANDERSON, director of the Davis County Housing Authority, met again with the council and ihis time presenled a proposal which was accepted by the council authorizing the authority to buy up to ten homes in Bountiful Boun-tiful to be used as rental to low-income families. She said the homes would !5nil be the price range of (k to $37,000, but that they would a not be clustered in one sra. , Because of the maxima S price that the authority on S pay ($37,000), most oi the ZZ. homes probably will be in the .i, area bordered by 500 South and 400 North and 300 West to DR. Main Street. , first ii : ' years "HOMES purchased by the se,w authority would be fixed up, il hoo necessary, and rented lo low- nlJ income families," she said. L.jL "Renters will be obligated ta pay 25 percent of their total monthly income to rent and 'n a utilities. erae "We would hope that tti W!"' monthly rent would be M Kaysv least $60 to $80, meaning the about family average income would eiplo be at least $300 per month," movei she said. THI ATTORNEY Layne Forbei West said the purchase ol noma K would be on 40-year contract!, thus the city would he . obligated to the program lor " " that period of time. : "'a Ms. Anderson said c "improvements would be made at the expense ol the Bot authority and thai the that t authority would make certain practi that quality renlers would f torn living in the rental units, stacle We'll evict any renter who every does not live up to the policy & m and standards ol the authority." when |
