| Show i. i Stop t Ir in 7 Is 15 Cr Cry ot of Those r t Who Wo Have I Visited tIe the Inland Empire t to the celebration of Arbor day where governors public officials and prominent citizens gathered each year to plant trees In connection with the city the state undertook the construction of the impounding g reservoir north and east cast of the capitol building 5 aud acquired the water right for the building g and grounds In his first message b bSpry to the Legislature of 1909 Gov William Villiam Spry revived the movement for the construction of a building and later during the session submitted a special message to the Legislature Legisla Legisla- ture outlining a plan of procedure in this matter Four bills were adopted one providing r for the creation of a capitol commission another for the holding of a special election to Ip provide ovide for a special tax the third providing for the tho refunding b of a territorial bond issue maturing shortly thereafter and the fourth authorizing g an additional bond issue for building purposes The special election held pursuant to one of these bills biBs resulted in the failure of a special tax levy and no Ito effort was made to put into operation the thc other companion meas meas- ures hires During the progress of the session of 1911 the attorney general had secured a settlement of the inheritance tax on the estate of Edward H. H Harriman amounting g to more than and just before the adjournment of the session the Legislature voted an appropriation of toward the erection of a building A corn com mission was immediately appointed pursuant to the act passed in jn 1909 consisting of Gov Go William Spry Secretary of State C. C S. S Tinge y Attorney l General A. A R. R Barnes John Henry Smith and John Dem Dein of ofal Salt al t Lake M. M r. r S. S Browning of Ogden and C. C E. E Loose of Provo This commission entered actively into the work of f building the capitol and alid has been industriously engaged from that tinge time until the present The only changes in the personnel of the commission occurred when wIlen Anthon H. H Lund was appointed to fill the vacancy occasioned by the J death of John y Smith SInith and when David Mattson succeeded C. C S. S as secretary of state With his retirement from membership on the board Mr r was appointed secretary of the commission and has been in close personal touch with the building since its inception A competition was held for tho the selection of an architect and md a suitable design and this hi competition resulted in tho choice of Mr Ir Mr R. R letting Kletting of Salt Lake Cit City Bids Buh were solicited and ond James Stewart Co was awarded the contract for the building February 18 1913 1013 Under a n special contract ct for excavation the P. P J. J Moran Co Inc brol broke wound ground in December 1912 The cornerstone of tho the building was laid on April 1 J 1014 1914 Tho The building itself is an nn imposing structure of classical design with a a. magnificent magnificent cent dome two Fifty-two moss massive mosse e granite columns form a n striking striking- colonnade and md the broad stately steps leading to the south entrance of the building which is on ou the axis of State tc street is ono one of the striking features of the structure The filC building itself is of reinforced concrete construction and faced with granito from Big and visitors an and spectators arc are accommodated with a large gallery at the back of which on the fourth floor space has been provided for an exhibition of the Utah art collection The House I of
