Show Ill Communication I Editor Edior of ot The Republican Utah has a Juvenile court system which the I mayors of or our municipalities recently de declared do- do o- o i dared n C failure Utah has haa no humane society so society so- so with lh a legal status Doth Both of or these I facts arc are distinctly to our discredit We Ye should have have- havea a means of preventing and curIng curIng cur- cur lag Ing Ing crime tar far more efficient than our means moans of or apprehending criminals And wo we should not flat leavo to charity and private In Individuals the matter of ot protecting our lower animals animal from cruelty and neglect In the hope IloIe that thought may be stirred in some Interested per persons ons I submit the following Cal Cal- fol tol- lowing propositions for the tho- consideration of ot I the public First It Is a goo good tiling thing thing to sea sen to It I that the tile conditions under tinder which children aro reared conduce to morality and not Immor humor The state of or tomorrow will wil Ihl be aa as lS the tile children of oC to today nr That goes gocs without say- say Ing Ing But morality is as 36 needful to goo good citi- citi to the tho sa say least as accurate l Ideas I should bo he Inclined to think that a a. good illiterate man Is a better beter citizen than Rood a scoundrel rel But this tills point calls caUs for forno j no HO particular argument hero here Second animals of ot the tho lower order should be bc treated with humanity This fact tact too requires re requires re- re quires only statement statement not not nr argument ume t. t Animals Ani nl mals have havo aa well as human beings oven o en If It It the they are not so BO sensitive It I goes without saying that the they should have haYo enough to eat cat shelter from tho storms of oC winter and not be In an any wC way mistreated during their use uc ue b by man An And there thole is 18 as during much need fOI for in Utah as in any other state I burden Third government should take over the of or preventive measures with respect re re- re to children and tho the matter of re-I re mater prot c- c Ion tion ton of or lower animals That it should do this in the former instant Instance It la Is 11 already convinced con con- vinced as IS Is evl evident ent from the establishment of ot our present Juvenile Ju court system But we have not In Utah awakened to tho the necessity necos- necos sity sly of legalizing a humane humano society The Tho fact is that right here in cases of ne neglect lect and mistreatment ment of ot animals are so frequent In various parts of ot the state that the present Humane society with its Is alwa always 8 empty empt treasury treasury treas trens- ury Is unable to meet the tho situation A Provo paper the other da day declared that Provo is in need of a humane society and bases the statement on a report of ot recent starvation of oC animals in that cl city It I would astonish some somo of those gOOl good people among us who sleep snugly In soft sor warm beds to know the number of ot cases of sheer brutality and neglect of or animals In our state Fourth these two functions juvenile and humane work should be united under one head authorized b by tho the state And wh why not If I this tills work should be bc dono done at all by the state as appears it i would bo he a saving saving sav say ing lug of ot money to have both phases dono lone b bythe by bythe the same officers This Is done lone now no In our neighboring state Wyoming and the plan works excellently There Thero it i is under a n bureau which consists of oC a president a aIce vice Ice Ice president a trea treasurer a board of directors a chief deputy a n secretary and a deputy The Tho organization is called caled The rhe rheY Y Wyoming Humane Society and State Board of Child and Animal Protection This or organization or- or with wih modifications might be adopted in Utah etah Fifth Firth Instead of or having ln a special system of or courts for fOI this work as wo we have haYe for tor de delinquent ele- ele ehl children ren tho machinery already alread In existence In the state ul sl should be placed at atthe atthe the tho service of ot the tho state humane society This also is dono done In Wyoming and Is a n saving saving- of money without loss of efficiency efficiency-a a a desirable desirable desir desir- able thing The Tho practice of ot Colora Colorado o and other states to the contrary notwithstanding there thero Is no special need of a a. separate set of ot judges for tor delinquent children and abusers abuser of animals Whore the specialized knowledge knowledge knowledge knowl knowl- edge Is necessary Is In the con conditions that exist outside of court and here it Is ox- ox essential If I we wo had a Jeffries JefrIes In each of our judges a distinct sot of judges for this work would be bo required But our Judges are as a matter mater of ot fact tact men who are pretty much In touch with wih lifo life In its manifold manifold manifold mani mani- fold phases Anyway we have ha no express guarantee that those best hest fitted for th th work worl will wi always alwa's bo be appointed to the place of or juvenile Judge So all al things considered ered it appears best to trust rust to the tho already existing ex ex- ex- ex system of c Incidentally al although uh it deserves a more prominent m place 1 should like to mention nth Cn h menton 1 nna Li W Ul Vi protection of oC and guidance of or chi chi- chil chU- dren Does Docs it t n nl seem strange when you ou stop to think o 0 of It I that wo we should spend money so lavishly on the apprehension of ot criminals and spen spend money so niggardly on tho prevention of ot crime Here the othor year car that miserable Mexican Lopez cost Salt Lake coun county some somo thirty five thousand dollars No Noone Noone Noone one seems to have begrudged this vast ha e expenditure expenditure ex ex- cx- cx of or money In tho the case But suppose suppose sup sup- pose anyone anone should suggest that we spen spend I thirty five o thousand dollars on a plan that had hac nothing moro more picturesque for tor Its Is aim than tho the saving saving to the state tate of ot say a dozen children from being paupers or criminals criminals- what an outcry there would be he against it it And then look at nt the uncounted mints of ot mone money spent both by private ato Individuals and by the state In hunting out prosecuting prosecuting and afterwards keeping In confinement those who commit crimes If I we had no criminals criminals- which I confess Is a far cry of ot the tho tion we tion-we ton we we should need no Jails Jais few courts Judges and Jaw lawyers ers and probably few asylums and almshouses What an Incalculable Incalculable able sum of money Is tied ted up in these things Contrast with this the mea meager er amount of oC mono money that Is spent In preventing crime Hunting criminals is ma made mado attractive It calls cals forth the best hest talent in the land at the I highest remuneration But saving people fro train from crime i is I utterly devoid of or attraction attraction- to the man many It meets with I wih small smal If It an any re re- re No attempt is made madle to draw forth talent and when hen it is forthcoming It meets with sith little or no encouragement And yet et what an opportunity is here for lasting reward What for tho display of ot genius Lot Let the state therefore establish this humane and preventive work woi-k on a firm and permanent basis Let t us have havo our children taught in the public schools concerning animals animals ani ani- mals their usefulness and the care of bf them Whatever hate it costs costs child and animal protection tion Is worth it all ton without al a gru grudge go JOHN HENRY Er EVANS A S.
