Then the proposal heads to the Utah County commissioners, who will have the final say on whether or not the re-zoning goes forward as recommended by the planning commission. Planning commission members voting to recommend Southam's proposal were Kyle Bateman, Mike Stansfield, and Rebecca Albiston. Thomas also expressed her opinion that the commission members who voted to recommend approval did so out of self-interest. According to Thomas, each of them live in incorporated cities, and she believes they wanted new roads so that they personally wouldn't have to deal with traffic as much. Thomas also said the county needs a master plan for new developments if it is going to allow new cities to spring up. According to Thomas, the current plan wasn't designed to accommodate new cities, but rather allow development to occur only near existing incorporated areas, where new developments would be annexed into existing cities. Bateman said he supports the idea of a master plan, and would back Thomas on it if she would bring it up with one of the county commissioners.
