City officials could only comment that an agreement has been signed and more would be announced at an upcoming press conference. Los Angeles, Calif., businessman Rohit Joshi confirmed his plans to pursue a project in Cedar City. Joshi said his firm Joshi and Associates has signed an "exclusive negotiating agreement" with the city's redevelopment agency to facilitate the necessary land assemblage, although he would not elaborate on the scope of the proposed development, its location or specific tenants involved. Preliminary reports indicate that the mall would open in 1996 on the bluff above the Holiday Inn. Various other reports suggest that the facility will be more than 300,000 square feet, larger than St. George's Red Cliffs Mall and that a number of anchor stores are planned which may include a ZCMI II, Dillard's, Mervyn's and Wal-Mart, which would move from its present Cedar City location and be replaced there by a Smith's Super Store. Sources also say that there are two other sites being considered for a mall by developers-city center and the south freeway interchange-and it may come down to who's quickest on the draw.
