At high nonn today the third Democratic Demo-cratic legislature in the, history of Utah will convene At the same time tho fiunt opening session of a Utah legislature will be held in the new fctatebousc, and shortly afterward the third Democratic legislature will await the pleasure of the state's first Democratic Demo-cratic governor. .lust two Democratic legislatures prior to the one whicli will convene today to-day have been recorded in Utah's history his-tory since it was admitted to statehood i twenty-one years ago. The first Deoio- I cia-tic legislatnre met in 1SP7, following I the victory of William Jennings Bryan f and free silver in Utah, and the second met two years later. For nine consecutive sessions the Republicans Re-publicans have held undisputed sway in the state lawmaking body. There may have been times when the division in one branch may have .been close, but also there were times when the minority was almost by himself. Democratic Majority. "Rut as to the political complexion of the Twelfth legislature of Utah there ran be no question. Of the forty-six members of the lower house every member mem-ber was elected cither on the Democratic Demo-cratic or the fusion ticket, and about forty were elected on a straight Democratic Demo-cratic ticket. In the upper house there are three Republics n holdovers, one Progressive-Democratic holdover and nine new members listed as straight Democrats. The activities of the two houses to-dav to-dav will be limited to opening formalities. formali-ties. At 12 o'clock both branches will meet in separate sessions and take the oath of office. According to the plans outlined by the caucuses of the two houses, tho oldest member in each bouse will call that particular branch to order and preside until the permanent perma-nent presiding officer is elected. 'Hammond of Grand county will probably call the lower house to order. . Leaders Are Named. Senator Funk is tho caucus nominee for the presidency of the senate and Representative J." Frank Tolton of Beaver county is the caucus nominee for speaker of the lower house. The indications are that both will be elected without opposition. As soon as the presiding officers are elected the employees of each house will be nominated "in a blanket report prepared by a caucus committee of each branch. It is possible that the rules committee of the senate will present pre-sent its report and the report may be a'-tod upon, but it is questionable whether or not the committee from the lower house will present its report before be-fore tomorrow. The routine business of the opening session probably will not occupy more than an hour, and as soon as the permanent per-manent organization is effected both houses will adjourn to meet again at noon Tuesdav in joint session to hcaT the message of Governor Simon Bamberger, Bam-berger, Utah 's first Democratic chief executive, to the legislature.
