Show PRESIDENT PROVIDES FOll NEW PRESERVES IN WESTERN STATES ' WASHINGTON, Mach 4. The President, Presi-dent, March 2. signed proclamations creating or Increasing thirty-two forest reserves in various Western States. The agricultural appropriation bill, then pending, pend-ing, contained a provision that hereafter such reserves should not be established, except by act of Congress. The President, anticipating this, concluded that reserves which he-considered very Important for the Interests of the United States, would be wholly or In part dissipated before Congress had an opportunity again to consider them, while under the action taken ta-ken they will be preserved. In a memorandum memor-andum upon the subject the President says that If Congress differs In this opinion opin-ion It will have full opportunity in the future fu-ture to take such position as it may desire. |
