Show I i i in imimriffi DR. PARK'S SCHOOL BILL. Under the present law the schools of each district are managed by a board of three trustees elected in November 1893, and biennially thereafter. Cities of the first and the second class haye a board of education, consisting of one representative from each precinct in cities of the eecond class and two from each in a city of the first class. Dr. Park's new school bill proposes to make one district out of each county, excluding cities of the first and the second class. The schools will be under the management of one board of edu catinn consisting of nine members chosen from three election districts into which each county is to be divided di-vided by the county court on or before be-fore November 15, 1S94. At the" first election each district is to elect one member for one year, one for two "ears and one for three years and thereafter one every year to serve for a term of three years. The office of county superintendent will be an appointive position under the new order. " At present there" are twenty-four school district (outside of Provo) in this county with seventy-two trustees. Dr. Park's school bill was introduced in the council by Hon. J. E. Booth, January 29th, read first and second times and referred to the committee com-mittee On education. Tliis is a now venture, ana though it has some great faults, it is certainly not without its merits. Dr. Park stood at the head of our leading educational institution (now the university un-iversity of Utah) for twemty-tbree years. He has been the most ardent supporter of the public school system since its very inception in this territory, terri-tory, and those who charge him now with selfish motives certainly do a gross injustice to this noble educator. However, with all due regard for this eminent school man, yet our present system is working very well, and the reasons must be grave ones before they will warrant any very radical changes, such as this bill proposes. To let well enough alone, is a very good rule even though we apply it to the important matter of public education. |
