But the president said hewill not hesitate to reconsider if the economy deteriorates significantly and indicated there likely will be periodic tax reductions from 1982 to 1985, presuming he wins a second term. Carter is certain to run into quick opposition in Congress, where Republicans already are pushing for a tax cut and many Democrats may find it difficult to resist that movein an election year. Most of the tax proposals in the budgetare concerned with energy — the windfall profits tax and several energy tax incentives — and with administrative actions that will speed up the collection of taxes. Except for the energy tax incentives, which are designed to encourage use of forms of energy other than oil, the Carter tax proposals are aimed at raising federal revenue, not cuttingit. Cartersaid in his budget message that reducing inflation through fiscal restraint — a lowerdeficit — is more important to the economy nowthan a tax cut. But he promised to carefully monitor the economy. “If the economy begins to deteriorate significantly, I will consider tax reductions.” he said. ‘But I believe current economic conditions argue for restraint." The budget also noted thatit is “the long-term policy of this administration’ to reduce taxes. Therefore, ‘periodic tax reductions will carefully be considered between now and 1985.”” “The appropriate timing, magnitude and composition of tax cuts in tne 1982-85 period, however, depends upon. future economic conditions and therefore must be determined ata latertime,’’ the budget pl said. Carter said in his written State of the Union message early last week that any tax cutsthis year probably should be aimed at reducing Social Security taxes and providing business tax incentives. Mostof the specific tax proposals in the budget have beenon the table for sometime, including his windfall profits tax on oil companies and energy tax incentives for such items as solar construction, gasohol. oil shale and even woodburning stoves. But Carter proposed some administrative changes that are ex- pected to increase federal receipts by $4.5 billion simply by collecting -taxes faster, chiefly from corpora- tions. Under current law, corporations will rise by $37.7 billion to $274.4 billion, largely because of the effects ofinflation. may keep the taxes they withdraw from their employeesuntil they accumulate to a certain amount. They then mail the receipts to the government. Carter considers this an interestfree loan for businesses, and Proposes to speed up paymentby administrative action. Corporate taxes, however, are ex- pectedto fall a scant $700 million to $71.6 billion.
