Show Nevertheless, she filed for election to the two-year term as Mayor, and campaigned as hard as she could to win the election in November. Campaigning on the slogan, "See Orem At Its Best! " she outlined seven planks in her platform: 1. To preserve Orem's tradition of being "The Family City." 2. Work for more affordable housing. 3. Make Slate Street more attractive and functional. 4. Promote an "adopt-a-school" program. 5. Maintain a highly effective police and fire protection. 6. Remain pro-business. 7. Keep taxes down. With her winning smile and sparkling personality, along with her pro-active platform, Joyce Johnson garnered many votes, and fully expected to continue serving the last two years to which her predecessor had been elected. However, the election results decreed otherwise, thus, opening the door of the Mayor's office to another capable woman: long-time Orem City Council member, Stella Welsh. Thus, with Blaine Willes, having served his last day as Mayor on June 30, 1991; Joyce Johnson, having served as Orem Mayor from July 3, 1991 through January 1, 1992, and Stella Welsh, having served as Orem Mayor from January 2, 1992, three different people served as Mayor of Orem, during that 27-week time period! After fulfilling her abbreviated term as Mayor of Orem, Joyce Johnson remained involved in civic affairs, as well as making a career change to the State of Utah Department of Workforce Services. She is currently serving as chair of the Courtesy Committee for the City of Orem.
