' The State of Utah has never had a woman as Governor, and for more than a half-a-century, Utah never had a United States Senator tr Member of the U.S. House of Representatives, who was a woman. j Finally, in the late 1940's, Utah elected its first woman to the United States Congress. Reva Beck Bosone, a well-respected well-respected Salt Lake City judge, broke the long-standing tradition of male dominance in Utah and served in Congress for two terms. While Mrs. Bosone was serving as a Congresswoman from Utah, Orem Postmaster Lyle McDonald resigned his position. A Civil Service examination was held to establish a register, from which the new postmaster would be selected. 51 took that Civil Service examination, along with seven other Orem residents, and I ieceived the highest rating on the Civil Service examination. . , It became the duty of .Representative Reva Beck Bosone to send a name from the register to the President of the United States, who was to make the Orem .Postmaster appointment. ", After several months of local politicking over the appointment, "Representative Bosone announced her selection. She sent the name of Clyde E. Weeks, Jr. to the White House, and President Harry S. Truman submitted it to the United States Senate for its confirmation. ; I was confirmed, unanimously, by the U.S. Senate, and took office as Orem Postmaster on October :,15, 1951. Meanwhile, in the early 1950's, in the City of Orem, Ethyl Pyne became the first Orem woman to be elected to the Utah State -Legislature. She was ah energetic State Legislator, who did her homework, and worked diligently ' to meet the needs of Orem City and ' its residents. '' I had a lot of respect and admiration for Ethyl Pyne and her , husband, J.D. Pyne. I also . admired their beautiful flower , gardens at their home on 800 East. JOYCE JOHNSON . i In another break with tradition, it , remained until 1991, for a woman , to take the helm of Orem City Government: not by election, but . by appointment of the Orem City Council. And, not only that, but in a period of less than seven months, three different Mayors held that Office in the City of Orem! ' That situation came about during S. Blaine Willes' second term as Mayor of Orem. Seventeen months into his second term as Mayor, Blaine Willes announced mat he was resigning to take a full-time full-time post with the Utah State Tax Commission. The announcement came as something of a shock, since he was a popular Mayor, having been elected twice to that post. He left the City of Orem with a caveat, based on his own experience as a "part-time" Mayor: "I have .become more convinced that Orem would be well-served with a full-time Mayor. The many kinds of situations that arise in the City of Orem on a daily basis, could be effectively addressed with a full-time Mayor." Mayor Willes resigned his Orem City post, effective July 1, 1991, and began his duties with the Utah State Tax Commission on that same day. . I, .personally, believe that Mayor Willes would never have left the Mayor's position that he loved, had the position been the full-time job, fairly compensated, which he recommended in his farewell message. In 1991 there were two unique women, serving as members of the Orem City Council, both of whom were giving good accounts of themselves in their service on the Council: Lucille Steele and Joyce Johnson. li JOYCE JOHNSON Council Member Johnson represented Orem City, as a member of the SCERA Board of Directors, during the time I was also serving on that Board. She was a gracious and effective member of the SCERA Board, with whom I enjoyed working. Before he left office, Mayor Willes publicly endorsed Joyce Johnson to be appointed as Mayor of Orem. During the short time which the Council members had to deliberate, concerning who should serve as Mayor of Orem for the last six months of 1991, there must have been a number of scenarios painted in behalf of the many people who were interested in the post. With Orem City's population approaching 70,000 people, Orem became the largest city in the State of Utah, having a woman for its Mayor. The matter was resolved rather quickly, 'however, . On July 3, 1991, in one of the shortest Orem City Council meetings on record, Council Member Lucille Steele made the motion that Joyce Johnson be appointed Mayor. Council Member Steele emphasized in making the motion, that Joyce Johnson had not lobbied for the interim position. Joyce Johnson was then appointed Mayor of Orem by the Orem City Council. With Orem City's population approaching 70,000 people, Orem became the largest city in the State of Utah, having a woman for its Mayor. Having served as a member of the Orem City Council for the same time period that Blaine Willes had served as Mayor, Joyce Johnson was well-seasoned in the legislative work of the City of Orem, and she set about to make good use of the next six months, for which she had been appointed to serve. With such a relatively short time to serve, Mayor Johnson faced the daunting challenge of carrying on the agenda, already outlined by the Orem City Council, as well as advancing her candidacy in running for the last two years of the term to which Blaine Willes had been elected. Holding down a full-time career assignment as an executive at Orem's Z.C.M.I. store, Joyce Johnson discovered, just as Blaine Willes had done, that the job as Mayor of Orem might well be considered a full-time position. Nevertheless, she filed for election to the two-year term as Mayor, and campaigned as hard as she could to win the election in November. Campaigning on the slogan, "See Orem At Its Best!" she outlined seven planks in her platform: 1 . To preserve Orem's tradition of being "The Family City." 2. Work for more affordable housing. 3. Make State Street more attractive and functional. 4. Promote an "adopt-a-school" program. 5. Maintain a highly effective police and fire protection. 6. Remain pro-business. 7. Keep taxes down. With her winning smile and sparkling personality, along with her pro-active platform, Joyce Johnson garnered many votes, and fully expected to finish the last two years to which her predecessor had been elected. However, the election results decreed otherwise, thus, opening the door of the Mayor's office to another woman: long-time Orem . ' "v . -t-i - .... .- -.' Thus, with Blaine Willes, having served his last day as Mayor on June 30, 1991; Joyce Johnson, having served as Orem Mayor from July 3, 1991 through January 1, 1992, and Stella Welsh, having served as Orem Mayor from January 2, 1992, three different people served as Mayor of Orem, during that 27-week time period! After fulfilling her abbreviated term as Mayor of Orem, Joyce Johnson remained involved in civic affairs, as well as making a career change to the State of Utah Department of Workforce Services. She is currently serving as chair of the Courtesy Committee for the City of Orem, and some are said to be encouraging her to become a candidate, again, for the office of Mayor of Orem in this year's election. Whatever other significant things Joyce Johnson may accomplish in her life, history shall forever record her memorable service as the City of Orem's first woman Mayor!
