Show Page 16 THE OGDEN VALLEY NEWS Volume III, Issue I November 1, 2000 House District #1 Questions Posed : 1. Goals. As a member of Congress, what two things would you most want to accomplish for the people of Utah? 2. Campaign Finance. The League of Women Voters believes democracy is working when all voices are heard. Is campaign finance reform needed to assure that democracy works? If so, what do you believe are the necessary elements in effective reform? For example: changing limits on contributions from organizations, businesses, individuals or candidates themselves; eliminating soft money contributions to parties; placing limits on issue ads that name candidates; reducing media expenses; providing incentives to reduce spending such as public funding; requiring fuller disclosure. Please be specific. 3. Corrections. Our country imprisons up to six times as many people as other industrialized nations. Many have been sentenced to prison for drug possession and other non-violent crimes. Are there more effective and less costly ways to insure public safety? Why or why not? 4. Health Insurance. About 44 million Americans (18 percent of the population under age 65) are without health insurance. In Utah about 240,000 people, (11 percent of the population) mostly from working families are without health insurance. Should the government help people who are uninsured? Do you favor a specific proposal to address this problem? 5. Wilderness. Utahns continue to debate the amount and location of land that should be designated as wilderness. The amount suggested by the BLM and citizen groups ranges from 3 to 9 million acres. Recently less restrictive plans, such as the San Rafael Legacy District, which does not include wilderness areas, have been proposed. Relative damage from oil and mineral exploration, grazing, and off-road vehicles are some of the issues. What is your solution to the wilderness debate? What would you do to advance your proposal and how would you make it work for all Utahns? Hartley D. Anderson Independent American P.O. Hamline Univ, St. Paul MN Prior Experience: former candidate for Davis County Commission, 1996 1. Goals: Utah is 50th in the United States in amount spent per student. Schools in the Ogden area and elsewhere do not have enough textbooks, etc. for their students. Education is my most important goal in terms of increased Federal funding for Utah schools. Safe schools are equally important. We should have gun free zones, i.e., schools and churches. Matthew D. M.S., Villanova, with a fair tax, preferably national sales tax collected by the states or a flat tax if collected by the states. 2. Campaign Finance: (a) Democracy never did work. Thank God we live in a Constitutional Republic where the rights of the individual cannot be violated by even a majority. (b) Eliminate soft money. 3. Corrections: More to the point, education of the serious effects of drugs, including some of the prescription drugs such as ritalin and Prozac is needed. Either have a serious war on drugs such as the death penalty for international drug distributors or make them legal and dry up the money. 5. Wilderness: Get the federal government out of the wilderness issue and let the states and counties decide what is best for their area. 2. Campaign Finance: It is important that all individuals, not only the very rich, be able to stand for public office. There should be a general cap on campaign spending for all candidates. Providing full disclosure is most important. In state races that lack the same restrictions with regard to campaign contributions, limits should be changed to comport with federal races. 3. Corrections: Attacking the source and cause of crime would reduce the prison population. Utah needs safe schools, churches, and communities. Gun prevention education, after school programs, encouraging sporting activities, etc., would be helpful. Drug prevention education including schools, churches, government and medical providers would certainly help reduce drug involvement with our young children. 4. Health Insurance: The federal government should be involved in working with business and the individual states to help provide an affordable plan for all Utah families to have health insurance coverage. Govern ment would be one prong in a three-prong approach, along with business and the individual, in contributing to such a plan. self-sustainable economies. Medicaid, CHIP and Indian health. I support environmental laws; food quality; contraceptives; OSHA; FDA and taxes on sugar. I advocate strong legislation to reduce health costs. 2. Campaign Finance: The public financing of federal candidates would a) end “soft” money, b) place limits on wealthy candidates, c) by nature be of full public disclosure and d) grant citizens exposure to all candidates. Mr. Hansen opposed legislation to ban “soft” money. 1. Goals: (a) Energize citizen turnout with new debates on election reform, U.S. military overseas role, immigrant labor policy, national energy & environmental policy, world trade and living wage issues. (b) Demand that fair market values be used for public land deals, while restoring native species and habitat; focus on regional 3. Corrections: Our democracy remains strong because of equality & justice for all. We must not lose our resolve to punish white-collar crime, exposing both government fraud and police brutality. Drug laws that discriminate and jail nonviolent offenders fill our prisons. I support vigorous and swift justice for rape, spousal and child abuse. 4. Health Insurance: Our basic care system is fragmented; it lacks sound clinical standards, quality and patients’ rights. It maintains a powerful drug& medical lobby. Utah is under-funding James V. BYU Engineering Prior Experience: Libertarian County Chairman 1. Goals: (a) Put an end to the Internal Revenue Code and the Marxist income tax. (b) Eliminate the Federal Reserve Banking System, placing monetary controls back in the hands of the Congress and therefore the People. Congress created it, Congress can eliminate it. 2. Campaign Finance: Campaign finance reform 4. Health Insurance: (a). Keep the government out of the health care insurance business. (b) Loosen up the restrictions on individual doctors and patients using natural treatments such as vitamins, minerals, herbs, etc. in hospitals, clinics, rest homes, etc. Watch the costs go down. 2. Campaign Finance: I support campaign finance reform by requiring full and timely disclosure of all contributions, and limiting the amounts of personal assets that wealthy individuals can spend on their own campaigns. I would support strong limits on "soft" money contributions. However, I oppose taxpayer financing of federal candidates. 3. Corrections: The survival of our representative democracy depends on respect for the rule of law. We cannot slacken in our resolve to fight drug trafficking, which is ultimately responsible for over half of all violent crimes in our society. Criminals must be held accountable for their actions, and I support vigorous and swift law enforcement and sentencing. 5. Wilderness: The issue of how much wilderness and where must be determined by all interested parties--not just government. State and community leaders should determine what and how much should be designated wilderness. The environment is certainly worth protection but universal determination by the federal government without adequate impact from the communities involved as well as state government is wrong. 5. Wilderness: Ten million acres conform to the 1964 Wilderness Act. None of the west desert acreage negatively impacts military operations. Three million acres of consolidated school lands should provide ample open space for multi-purpose activities. Mountain foot-paths are not roads. Congress, not a single Congressman, should control land use designation. efforts to cover basic health care for indigent children, and applaud private charitable group-based health care for the poor. I resist efforts to create new federal entitlement programs that move our government in the direction of socialism. 5. Wilderness: I support approximately 4.1 million acres as restricted-use wilderness. This is a moderate approach based on professional science and conforms to the legal requirements of the 1964 Wilderness Act. I support the San Rafael Swell proposal. I strongly oppose wilderness designations in the west desert that would negatively impact military operations on the Utah Test and Training Range. 4. Health Insurance: I oppose single-payer universal health care, or “socialized medicine” by the federal government. I support state is not necessary. On the contrary, campaign contributions are the ultimate in free speech available to the average citizen. With the millions being raised privately, I do believe we can do away with federal matching funds. 3. Corrections: One half of all prisoners are non-violent offenders. Immediately pardon all non-violent drug offenders and tax protesters. Stop the unsuccessful war-on-drugs which is costing billions of dollars. The Second Amendment is the best insurance to public safety, therefore remove all of the un-Constitutional limits. 4. Health Insurance: The government should not be in the medical insurance business at all. The reason that medical costs have soared is BECAUSE the government is involved. It invites fraud and abuse and places valuable resources chasing paper rather than treating the ill. 5. Wilderness: The federal government controls over 50 percent of Utah and some 80 percent of Washington County (my home county). This must stop immediately. The Constitution does not allow for federal control of state land, not even for parks. Let states homestead lands and set aside wilderness themselves, without a federal bureaucracy to feed in between. |
