Show The Utah Enterprise Review, February 2 , 1977 Page 18h Sandy Contract Goes to Water Works Equipment The Role of the Feds - In Decline contract has been awarded to Water Works Equipment Co., Salt Lake City, to supply, materials for an extensive addition to the Sandy water system, according to Jim Ash, city administrator. The low bid for the project wras for $492,710. The pipe will be used for an additional connection with the Salt Lake Water Conser-venc- y District's six million gallon reservoir and extend approximately 4.75 miles along 11400 South between 1300 and 700 East. The addition will quadruple the water systems capacity Ash reported. The need for more water has become acute as Sandy has experienced over a 400 percent population increase during the last five years. The city has also signed a contract with the Economic Development Agency for the construction of a city shop and dog pound, estimated to cost approximately $492,000. A by Chuck Akerlow One of the best overviews of what 1977 may mean to Utah's economy was carried in last week's Enter-pris- e Review. As I have said here many times before, Utahs economy will grow at a stable, steady rate during the next ten years. And, as I have said, that rate will be higher than the national rate. An item of interest tucked away in Gabers fine' article concerned the lagging growth in federal government employment. This note correlates with a special report issued by the Universitys Bureau of Economic and Business Research last month. The researchers noted that federal employment in Utah declined in numbers and as a percent of the whole. In 1970 Utahs labor force consisted of 414,200 people, of whom 32,250 were federal civilian employees or 9.23. By 1975 the Utah labor force had grown to 521,200, of whom 35,260 were federal civilian employees or 6.77. Apparently all of this decline results from a reducemtion in defense-relate- d Most of that ployment. reduction comes from cutbacks at Hill Air Force Base. The net loss in defense-relate- d federal civilian employ jA. ment was 3,669 during the Increases in period 1970-75. other federal employment decreased the next loss to about 3,000 jobs. the Feds are Still, Utah's largest employer. The average federal civilian wage is $14,585. Unless Gunn Representative McKays new sub- committee assignment turns Utah into military bases, a la Mendell Rivers and Robert Sikes, Utah's 29-coun- ty federal establishment ought to hold fairly even in its relationship to total employment. And this, I believe, is a good trend. The reduction in the impact on federal civilian employment means that Utah is really picking up steam in the private sector. After all, it is the private sector, in the long run, wrhich will create jobs which are lasting and which produce wealth for all Utahns.
