Gaber As the South Temple Historical District is created, Terracor approaches its 7th year in the companys restored South Temple Mansion. Subject of Study The economics of Terracors decision to lease the mansion with its prestigious South Temple address was the subject of a study conducted in 1975 by a group of law students, lawyers and Owen Olpin, professor of law. The study analyzed the feasibility of restoring old buildings as opposed to constructing new ones. It concluded by proposing a South Temple Historic District like the one adopted by the Salt Lake City commission last week. The study concluded the Terracors office building stands as an example of restoration at its finest. Located at 529 East South Temple, the building has been called one of the few architecturally significant mansions remaining in Salt Lake City by the Utah Historical Preservation , . Society. Built in 1898, after the great Park City fire, by mining magnate, David Keith, the Terracor company, leased mansion now houses the ees. Working among cherry wood paneling, fine antiques and an ornamental chipped-glas- s dome light well, the Terracor staff administers and designs residential and recreation communities. Bloomington, in St. George, Utah and Stansbury Park, near Tooele, Utah, are two of five current Terracor projects. Thompson was resident until 1938 when H. Ross and Norinne Thompson Brown (she was a daughter of the Thompsons) took possession. By establishing the South Temple Historical District,: commissioners placed time-- ; consuming red tape and a five-- ; month moratorium in the way! of developers who hope to; modify the exteriors of build-- ; ings between 3rd East and A; Streets along South Temple to; Virginia Street (1353 East).; The same procedures would; apply for a developer hoping! to change the appearance of a; building that has been placed; on the National Historical; Register of Historic Places or; on the Utah State Register of; Historical Sites. According to an ordinance! passed last week by city; commissioners, a new com-- ! mittee will be appointed to; oversee actions of the city: planning commission relating! to historical buildings and; landmarks. The planning! commission may issue permits; to alter or demolish such! buildings with the permission; of the newly created landmark! sites committee. If the planning commission; denies a developer or owner! permission to alter a site, the; applicant may appeal the case; to the city commission. If the; city commissioners deny the; request, the applicant would be subject to a moratorium.
