II The president of Utah Business Advertising Association last week described his progress in getting better sign regulation in Salt Lake County as slow and frustrating. Kirk Brimley told the Enterprise he has met with several county officials about the issue and has had trouble determining just who has the responsibility for billboard regulation. He said, however, a draft of a new zoning ordinance governing signs is now in hand and he feels action may be effected within a few weeks. Brimley outlined a num- ber of areas his association is concerned with. They include: Illegal placement of signs. Signs being erected without Wetal natures county-authorize- d permits. Billboard structures in violation of the Uniform Building Code required by county ordinance. No policing of signs violating the electrical code, particularly small portable signs when larger signs erected by major billboard companies are cited. The proposed ordinance, which the billboard company association backs, would size, placement, and structural standards for the signs. At present, Brimley explained, county sign law exists in bits and pieces throughout the ordinances and all permits for signs arc given conditionally by the county. The result, according to de-cri- be Brimley, is that sign companies cannot tell a potential client in advance whether a particular billboard can be constructed because its impossible to determine whether a permit will be issued even if the sign has been verbally approved. To that extent, the situation is dictatorial, he said. Although he has been told the enforcement problem in the past has been due to a lack of personnel and that situation wouldnt necessarily change, Brimley maintains with a more descriptive ordinance, at least wed know where were going. Millet also said tooling is nearly completed at a Taiwan manufacturing plant which will manufacture the Vari-Vcn- t.
