Show Page Six The Pyramid December 21, 1988 Property taxes rise slightly SALT LAKE CITY- -- Total property tax rates in Mt. Pleasant rose by 0 0611 during 1988. This was reported by Utah Foundation, the private tax research organization, in their latest analysis of the tax rates charged in the 71 largest Utah cities this year. According to the Foundation report, the total tax rate charged hy all local taxing units in Mt. Pleasant was 1.7863 in 1988, compared with 1.7252 in 1987. Manti also had an increase in a operty tax rates according to Foundation records. That citys 1988 property tax rate was 1.5611 compared to 1 4951 for 1987. Ephraim also had a slightly higher 1988 tax rate, 1.6786 compared to 1.6237 in 1987. Local schools In most communities the largest share of the property tax goes for the support of local schools. The North Sanpete School District received 51 3 percent or 0.9167 of Mt Pleasants property tax. Sanpete County received 22.3 percent, or 0 3984, Mt Pleasant City received 22.2 percent or 0.3960, and 4 2 percent was for a special district. Ephraim Chamber of Commerce President Cecil Cutler presents a check e for $100 to Doug Peterson of Manti who was the winner in the Ephraim Christmas Parade. Residential property is assessed at 60 percent of full value and other locally assessed property is valued at 80 percent of full value for tax purposes. True tax level Because of these differences, adjustments must be made to determine the true level of taxation. The Foundation reported tax rates the average effective for the major property classes during 1987 and 1988 in Mt. According to the Foundation study, the maximum effective property tax would have been 1.0 percent in the case of state assessed and personal property, 0.6 percent in the case of residential property, and 0 8 percent in the case of all other locally assessed property if Initiative A had been approved. Property taxes needed to service existing indebtedness, however, would have been exempted from these overall maximums. Factoring orders Foundation analysts observe that property taxes levied on specific properties are the result of two main factors: (1) the valuation that is placed on the property for taxing purposes and (2) the combined tax rates that are charged by the various local units of government that are empowered to impose the Preliminary indications are that the factoring order that will be issued this year will not result in significant valuation adjustments for most counties.
