drainages range from 90 to 110 percent of average except for a few local streamflow forecasts in the Manti area of the Lower Sevier River which are near 50 percent Precipitation in March ranged from 25 percent at Bryce Canyon and Marysvale to 131 percent at Moroni Most stations received 60 to 80 percent of average There was a band of near normal precipitation through the mid section of southern Colorado Blue Spruce trees to everyone who becomes a Foundation member during April 1988 The free trees are part of the nonprofit Foundation’s effort to encourage tree planting for conservation and at Gunnison at 156 percent Seasonal runoff continues to be above average in southern Utah 110 to 130 percent Reservoir storage in the Sevier basin is above average with the combined contents of Piute Otter Creek and Sevier Bridge reservoirs at 147 and 99 percent of capacity These three reservoirs filled last year about this same time Fillmore Judge attends course 16 states Judicial The National from Congress misses deadline-farmto pay diesel tax According to Utah’s top farm leader farmers must pay a 15 cent per gallon tax on diesel fuel used on the farm despite overwhelming congressional support for an exemption Utah Farm Bureau Federation President Kenneth R Ashby Delta says the federal tax on diesel went into effect because Congress failed to act April before going into spring recess “It’s a real disappointment for the farm community as support for the repeal was there” Ashby said “There were more than 250 congressmen and over half of the Senate that supported legislation to repeal this unjust tax but they couldn’t beat the deadline” he added Ashby said the biggest disappointment is that the money is not even the government’s to take “We now have a gallon tax that
