There is a feeling of dread la Washington Wash-ington concerning Mrs. Harrison's dangerous illness that promises to interfere in-terfere largely with the pleasure anticipated antici-pated both by visitors and citizens from the G. A. R. national encampment, from present indications President Harrison Har-rison will not be able to fill his part in the program of the week, and, in the language of the showman, his was the star part, and he had no understudy. He was to have presided over the ceremonies cere-monies incident to the dedication of Grand Army Place on Monday; to have reviewed the monster G. a. B. parade on Tuesday; to have held a special G. A. B. reception in the Whi te House on Wed. nesday; and to have delivered the address ad-dress of welcome to the old soldiers at the big reception which the citizens oommittee will tender the visitinsr vet" rans on Thursday. There is still a hope, although it is a very slender one that Mrs Harrison's condition may vake a tarn for the better in time for Mr. Harrison to come to 'A ashington and remain long enougn to review the pa rode and hold the reception. But as muoh as he will be missed no one experts ex-perts or would have him leave the bedside bed-side of his wife while she remains iu a ormcal condition. The action of the secretary of state n taking the trouble to specifically deny the statements several days after they were published alleging that the three U. S. vessels now in Venezuela ports or on their way to them were sent there to prevent Great Britian taking advantage of the helpless condition of Venezuela to acquire a portion of her territory, Is In such marked contraut to the nsual policy of his department under similar circumstances that it is actually suspl-clons, suspl-clons, and what makes it more so is that I the story of those vessels being sent to Venezuela would not have been printed if the secretary had not acted so mysteriously mys-teriously about those sealed orders to Admiral Walker, not to be opened until his ship was at sea, which were sent from Washington to the Brooklyn navy yard, where the admirals flag-ship, the cruiser Chicago, was waiting for themt by a trusted official of the navy depart ment. In addition to all the mystery the secretary declined giving out any information as to why the ships were sent. Others were not so reticent , hence the story about Admiral Walker's being instructed to enforce the Monroe doctrine doc-trine against all comers. It Is probable that the publication of that story stirred up things in diplomatic circles a little more than the secretary desired, and that Is why he now says: "The presence of our naval vessels in those waters is not intended as a menance to any nation," it is altogether proDabie that the present pres-ent cholera scare will result in an absolute abso-lute prohibition of Immigration for at least a year, as it is the opinion of all who have given the subject any stndy that the danger of the cholera getting a foothold in this country will be much greater next cummer than It is at this time, and that it will be just as neces sary to prohibit immigration than as now. The only question is, how is the prohibition to be brought about. President Presi-dent Harrison has been urged to do it by Issuing a proclamation, but he doubts his legal right to do so without speolal authority from Congress. The legal experts ex-perts of the department of Justice are now hunting up laws that will enable this government to put such restrictions upon the shipping of immigrants, through U. S consuls abroad, as will practically be prohibitive. But this is expected to be only temporary, as Con cress will be asked to legl.late on the subject as soon as it meets. Senators, Representatives and other gentlemen more or less inteiested In polities who are now in Washington are so busy looking after the comfort of the old soldiers, already beginning to arrive in larce numbers, that tbey are not talking any politics. For the next ten days they will act politics. Each side will try to outdo the other, as there are still a number of states in which the way the soldiers vote is cast means defeat or victory. This faot will add much to the pleasure of the veterans who will come to the encampment. The street and house decorations for the encampment are all in place, and the unanimous verdict is that Wash ington was never so beautiful, so profusely pro-fusely or so generally decorated before. It is difficult to find a dwelling house even In the most remote sections of the city that does not display somewhere a -bit of red, white and blue, and many dwellings are elaborately and expensively expen-sively decorated. |
