We would like to clarify our position and state our primary reasons for opposition: (1) Landfills: Extensive amount of dollars have been expended on studies that substan- tiate landfills are a viable source for garbage refuse. NORD (North Davis Refuse Disposal) has 37 years of life. The BARD (Bay Area Refuse District) manager recently reported 20 years of life instead of 12 as reported by burn plant pro- moters. Landfills are operating on a profitable basis. Proper updat- -' ing and technical management can extend landfill life to years. Tipping fees at landfills are comparable to the burn plant in early years and cheaper in out years. The burn plant does not eliminate the need for landfill. A decision for an alternate source is not required for at least 5 12-1- years. Wasatch Front has not objec-tivel- y explored alternate sources. As an example, Bountiful is currently exploring a new source that can be put at landfill which is much less expensive and more effective. The burn plant could be obsolete in years. However, we could not take advantage of new technology since we would be locked into a commitment.
