The positive attitudes of Ronald Reagan regarding the solution of our energy supply, defense readiness, and economic problems played a big part in his winning the White House, according to Babsons Reports Inc. THEY TOUCHED responsive chords in business and investment circles as well as in the neighborhoods and down on the farm, reflecting a national yearning for a Amerreturn to ican as well as a growing feeling that inflation must and can be brought under control. ' But business and investor trust in the ability of the Presideblue-coll- to deliver on his promises is going to be sorely tried in the weeks and months ahead. For although the Reagan plurality brought him wide public support, the serious problems besetting the nation have not been lessened by that plurality, and their complexity is neither well nor widely understood. IN SHORT, Reagan has the mantle of leadership he needs, but with it he has received no magic wand. .. .Hence it will take all the powers of persuasion the new President can command to get bis tax and economic programs moving quickly through Congress during the brief honeymoon period he is likely to be accorded. Unless he moves espedi-tiousl- y and firmly toward his goals, Reagan may be seriously impeded by a whole series of booby traps being prepared to deflect him from budgetcutting that would tread on the sensitive toes of a host of rep- resentatives of special artlili (,IU fM I. ,L,i Lh t ,s 1.H!i Kaysville new Democrat and independent constituency. AND SOME of these booby traps may well be laid by Republicans irked if the Reagan White House fails to adopt their particular suggestions for specific legislation. Size of the Reagan win allows him to approach Congress with more authority and confidence than would otherwise be the case, but as a newcomer to Washington he has to be alert to the sensitivities that abound on Capitol Hill. SO, EVEN at the risk of alienating some extreme conservatives within the party, the Reagan approach to Congress will.be pragmatic and essentially centrist. It will also be selective in that his shopping list, unlike that of Carter, will be limited, selective. Other legislation fleshing out his ideas wont originate in the White House, but will be introduced independently by Republican leaders in the Senate and House, making for a collegial approach designed to strengthen the Rublican influence on Capitol Hill and hopefully expand it in 1982. CAN REAGAN hold onto his business and investor constituency? Perhaps. If he can measure get his through Congress with dispatch, that will help. But only for the time being, because businessmen and investors will be among the first to realize that whatever the size of the tax cut it will only slow, not really reduce, expansion of the governments total tax take. Beyond that the test will be on how much budget restraint he and Congress can apply without endangering the fragile economic recovery.
